- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Total Small Business Set-Aside. Services are required to be in the Omaha, Nebraska regions, therefore offerors shall be within located within that locality. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format FAR 12.603 - Streamlined Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72, effective 30 January 2014. This requirement is a Total Small Business Set-Aside for the United States Army Corps of Engineers under NAICS Code 541219, Other Accounting Services. The size standard for this NAICS is $19,000,000.00 Description: The Contractor is required to provide all non-personal services to establish and maintain litigation sufficient, site/project specific cost documentation files in support of customers for the Environmental and Munitions Center of Expertise. Non-personal services will include all labor, equipment (except computers), materials (except file boxes and accordion files) and facilities to: a. Provide and operate a Contractor owned/leased central document storage and maintenance facility physically located in or near Omaha, Nebraska. b. Research, identify, and accumulate cost records into site/project-specific cost documentation files in accordance with the approved work plan discussed below. Store these cost documentation files in the Contractor owned/leased and operated central records storage and maintenance facility located in or near Omaha, Nebraska until approval is granted to transfer the records to the Federal Records Center. Assemble, maintain and update cost documentation files in accordance with the approved Cost Recovery Standard Operating Procedures. Provide the Environmental Protection Agency (EPA) or Department of Justice (DOJ) requested cost documentation files by the date specified by the Contracting Officer's Representative (COR). c.Provide all travel and associated expenses necessary to assemble and maintain cost documentation files. Travel may be to any U.S. Army Corps of Engineers office located in the (50) United States. All travel expenses will be reimbursed in accordance with the government travel regulations. d.Create duplicate site files for submission to EPA or DOJ for each documentation request received. Redact the records to remove Privacy Act protected information prior to submission and highlight pertinent information per the Cost Recovery Standard Operating Procedures. e.Prepare work plans for the review and approval as directed by the Contracting Officer or his authorized representative; trip reports and monthly summary reports on execution. INSTRUCTIONS TO OFFEROR: You are requested to submit a quote for the efforts contained in the attached Performance Work Statement (PWS) for Cost Recovery Research dated 14 May 2014 (Attachment 1). Your proposal shall be based on Firm Fixed Price, in accordance with the CLIN structure defined in Attachment 3. The entire proposal shall not exceed 15 pages inclusive of all pages except the cover page, table of contents, page dividers and the price proposal. The proposal shall be divided into three sections, Technical, Price and Past Performance. These documents shall be submitted by e-mail to the Contracting Officer and Contract Specialist by the date and time specified in the RFP letter; late proposals will not be acceptable. To expedite the evaluation of your quote, we request that you following the following: * The Contractor shall submit a project schedule which demonstrates the ability to perform all task requirements within project time-lines. * Technical Proposals should be detailed and explicit and should include supporting data in enough detail to permit appropriate review and analysis; therefore, your proposal should outline your approach as well as provide detailed cost numbers and labor mix for each specific task (with further detail provided for those Cost tasks identified). Failure to provide detailed documentation may preclude your proposal from further consideration. * For past performance the offeror shall provide a minimum of 3 past performance references. Provide the following information: - Contract Number - Brief Description of Work - Period of Performance - Government Point of Contact The Government may also review information from past performance databases such as PPIRS. * Proposal Signature from Authorized Official * Certificate of Price/Cost Data, if applicable * All proposal documents when printed shall fit on 8 x 11 inch paper to include spreadsheets (with appropriate page breaks). All documents and spreadsheets shall include the Contractor Name, PWS/SOW Title, and Date. Spreadsheets shall be submitted in Excel document. The font shall be not greater than 12 pitch. * Offerors are required to be actively registered with the System for Award Management (SAM) at www.sam.gov prior to award. Offerors are highly encouraged to download and review all attachments to this solicitation prior to submitting a quote. DATE, TIME and PLACE OFFERS ARE DUE: The closing date for the delivery of a response to this combined synopsis/solicitation is on or before 5:00 PM CT, on 04 June 2014. Responses shall be emailed to the email address listed below. All questions must be received in writing at the email address listed below no later than 5:00 PM CT 23 May 2014 in order to allow the Government time to review and respond accordingly. Questions received after the date and time specified above are not guaranteed to be answered prior to the solicitation closing date. PERIOD AND PLACE OF PERFORMANCE: This award will be for a 1 year base period and 4 optional periods. The base period is expected to run from 22 July 2014 to 21 July 2015.
