- The U.S. Army Contracting Center-APG, Natick Contracting Division, in support of the Natick Soldier Research Development and Engineering Center's (NSRDEC) has an acquisition requirement to purchase 8,000 Army Combat Uniforms (ACU) Coats and 8,000 ACU Trousers using Permethrin treated 50:50 Nylon:Cotton fabric that has been manufactured in accordance with MIL-DTL-44436B Class 8; Universal Camouflage printed, wrinkle-free finish and meats the Permethrin requirements of GL/PD 07-13D Type I Class 2 and GL/PD 07-14D Type I, Class 2. The uniforms shall be manufactured to meet the requirements of GL/PD 07-13D Type I Class 2 and GL/PD 07-14D Type I, Class 2. The final result shall be acceptable to the U.S. Army for conforming to all requirements as listed in the Purchase Description. Fabric shall be procured from an EPA registered manufacturer and will be tested using the U. S. Army's Procedure for quote mark Evaluation of Permethrin Treated Fabric Materials: Extraction and Analysis by Gas Chromatography-Mass Spectrometry quote mark (GCMS) and the United States Department of Agriculture (USDA) quote mark Bite Protection Assay quote mark to ensure Permethrin requirements are met. This requirement is in support of a study to determine if there are any health risks and hazards associated with cutting and sewing Permethrin treated roll good fabrics. Currently all Permethrin factory treatment is completed on the finished garments. The Army will evaluate the health risk of cutting and sewing Permethrin treated fabrics by conducting air quality and ventilation sampling at the contractor's facility during the cutting and sewing operations according to a pre-determined sampling plan. Air quality sampling will take place during regular ACU production and during the cutting and sewing of the Permethrin treated fabric. To meet the requirements of this study the Contractor's Facility MUST: 1) Currently be producing ACUs; 2) have an isolated production line for producing ACUs; 3) be willing to cease regular ACU production to complete the cut and sew trial on the same production line; 4) be willing to allow access to the Government for air quality sampling during production; 5) provide production quality samples; 6) have EPA registration with established numbers; 6) provide facility diagrams (to include layout, square footage, location and number of air circulation fans, types of filters, etc); 7) have the ability to provide an operational and isolated production line; 8) capabilities to produce first quality ACUs; 9) provide the number of cutting and sewing operations and personnel per operation; 10) provide description of all identified activities/processes that employees will be involved in for each work area during manufacturing, 11) provide shift length and number of shifts being run; 12) provide facility air exchange rate, location and operational status of any local exhaust ventilation (such as an exhaust fan with flexible hose/elephant trunk attachment); and 13) provide the number of days required to cut and sew 8,000 full uniforms, and will be required as part of the solicitation. Representatives from the Uniformed Services University for Health Sciences (USUHS), the US Army and the Occupational Safety and Health Administration (OSHA) Technical Center will be present during the cutting and sewing operations to conduct the air quality sampling for this study. This acquisition is subject to the Berry Amendment, 10 USC 2241,and Defense Federal Acquisition Regulation Supplement (DFARS) Clause 252.225-7012 Preference for Certain domestic Commodities. The Government has determined this procurement will be issued as an unrestricted acquisition. This is not a request for proposal. The Government anticipates making one (1) Firm-Fixed Price (FFP) contract as a result of a Request for Proposals (RFP).
