Sources Sought Notice: Service Contract for mental health clinicians training In Dialectical Behavioral Therapy for Suicidal Clients. I. DESCRIPTION: This is a sources sought to determine the availability of potential sources having the skills and capabilities necessary to provide the SPECIFIED REQUIREMENT. All interested vendors are invited to provide information to contribute to this market survey/sources sought including commercial market information. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a sources sought only. Questions shall be submitted by email to anthony.marion2@va.gov. Provide only the requested information below. The purpose of this sources sought is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, FSS/GSA contract schedule holders or large business) relative to NAICS 541720 Research and Development in the Social Sciences and Humanities (size standard $19.0 Million). Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published on the government wide point of entry website. Responses to this sources sought are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. II. SPECIFIED REQUIREMENT: Mental Illness Research, Education, and Clinical Center (MIRECC) at the Michael E. DeBakey VA Medical Center in Houston, Texas, is seeking sources for a potential contractor to perform the following type of service: Provide online training for 54 Clinicians with specialized skills in Dialectical Behavior Therapy (DBT) to treat/engage veterans who are at high risk for suicide completion or suicide attempts. The online training shall provide the clinicians the ability to learn how to conduct psychotherapy groups for Veterans who are severely mentally ill and who have multiple chronic problematic behaviors (e.g. suicidality, substance abuse, post-traumatic stress disorder, major depression, homelessness, unemployment, etc.). Online training shall provide attendees the basic principles of cognitive behavior therapy (CBT), including the four main change strategies utilized in treatment - skills training, contingency management, exposure therapy, and cognitive modification. Attendees are taught the rationale for, and strategic levels of validation; validation is used to balance the focus on behavior change when working with clients. Attendees learn DBT group skills and strategies for keeping treatment moving forward as quickly as possible. DBT is a specialized therapeutic approach officially provided by Behavioral Tech. III. TASKS: TASK 1. The Contractor shall provide a six month access to online training for 54 Mental Health Clinicians. The six month access to online training program shall be for DBT Group Skills. Content of the online modules shall include theory behind DBT and the DBT treatment approaches, as well as specific skills used in group psychotherapies. Learners will conduct their own DBT Skills Group after completing the online training program. The Contractor shall meet the performance requirements and standards as set forth in Attachment A. TASK 2. The Contractor shall be responsible for developing a course curriculum and delivering online training that includes principles, skills and strategies of Dialectical Behavior Therapy with the following learning goals and/or objectives: Develop specific skills to conduct DBT groups Understand how skills training fit into the comprehensive treatment of DBT Lead teaching the Core Mindfulness Skills Lead skills practice in group Explain the Interpersonal Effectiveness Skills Lead behavioral rehearsal in group, including the rapid rehearsal Overcome client objections during DBT Skills Training Teach Distress Tolerance Skills Problem solve clients' reluctance to use Distress Tolerance skills Teach Emotion Regulation Skills Lead homework review List the elements in skills coaching Discuss rationale for skills coaching TASK 3. The Contractor shall be aware participants are very seasoned mental health professionals as well as less seasoned mental health professionals. In addressing the curriculum, the Contractor shall ensure that all participants understand the information being conveyed, without making the training laborious for those who may know much more. IV. GOVERNMENT FURNISHED MATERIAL AND EQUIPMENT: The Government shall not provide any materials or equipment to the Contractor for these training sessions. VI. PERIOD OF PERFORMANCE: Training dates are as follows: June 1, 2014 - December 31, 2014 ATTACHMENT A PERFORMANCE REQUIREMENTS PERFORMANCE REQUIREMENTPERFORMANCE STANDARDMONITORING METHOD By the end of the course, attendees will be able to structure psychotherapy for clients who are severely mentally ill and who have multiple chronic problematic behaviors (e.g. suicidality, substance abuse, post-traumatic stress disorder, major depression, homelessness, unemployment, etc.).90% of attendees are able to structure psychotherapy and address at least problematic behaviors from a Dialectical Behavior Therapy approach. Successful completion of online training quizzes and evaluation with 80% correct responses. By the end of the course, attendees will be able apply suicide crisis protocols of Dialectical Behavior Therapy. 90% of attendees are able to identify at least two suicide crisis protocols from a Dialectical Behavior Therapy approach. Successful completion of online training quizzes and evaluation with 80% correct responses. By the end of the course, attendees will be able to implement the structure, goals, and stages of Dialectical Behavior Therapy Skills Group. 90% of attendees are able to implement structure, goals, and stages of Dialectical Behavior Therapy treatment. Successful completion of online training quizzes and evaluation with 80% correct responses. By the end of the course, attendees will be able to demonstrate the different communication strategies of Dialectical Behavior Therapy. 90% of attendees are able to demonstrate at least two communication strategies of Dialectical Behavior Therapy. Successful completion of online training quizzes and evaluation with 80% correct responses. By the end of the course, attendees will be able to implement the Cognitive-Behavioral strategies in Dialectical Behavior Therapy to high risk clients. 90% of attendees are able to implement Cognitive Behavioral strategies in working with Dialectical Behavior Therapy clients. Successful completion of online training quizzes and evaluation with 80% correct responses. VI. HOURS OF WORK: Access shall be available twenty fours a day with technical support. VII. INVOICES & METHOD OF PAYMENTS All invoices shall be submitted upon completion, properly prepared in accordance with FAR 52.212-4, contain sufficient details for the work rendered.
