Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate a firm-fixed price (FFP) contract on a non-competitive basis with Insitu Inc., 118 East Columbia River Way, Bingen, WA 98605 for the procurement of one (1) Scan Eagle System that consists of nine (9) Scan Eagle® Electro-Optic, and three (3) Scan Eagle Infra-red Unmanned Air Vehicles. This procurement also includes a 12 month/3600 Flight Hour Sustainment Package to include; acceptance testing, spares, technical manuals, and training, a Site Activation Team, and Field Service Representatives (FSRs) for the NAVAIR 4.5 Project Office Counter Networks and Illicit Trafficking (CNIT). This action is pursuant to Letter of Offer and Acceptance (LOA) for Yemen, Section 1206, P.L. 109-163, as amended, BPC. The Government intends to procure the below items under the authority of 10 USC 2304(c)(1), FAR 6.302-1. Insitu, as the Original Equipment Manufacturer (OEM), is the only company able to provide the Scan Eagle® and its related equipment to meet the technical and operational requirements. Insitu, as the OEM, is able to provide FSRs with the qualified knowledge and expertise to work on their proprietary system. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government. Responses should reference solicitation number N68335-14-R-0096. Responses must be received within 15 days of publication of this notice.
