Description
The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price task order under an existing FBI contract with Gulfstream Aerospace; 500 Gulfstream Road, Savannah, GA 31408. The purpose of this task order is for the installation of communications platform upgrades for the FBI's Gulfstream GV aircraft. While the aircraft is already located at Gulfstream for necessary avionics upgrades, the FBI is requesting the installation of the AirCell ATG 5000. This will streamline the upgrade process and allow for less downtime for the aircraft. AirCell is the manufacturer of the system, but the system will be installed by Gulfstream personnel. Gulfstream personnel are familiar with AirCell technology and are fully capable to install the system. Based on Market Research, and Government experts in the field, it has been determined that only Gulfstream Aerospace may facilitate these upgrades due to approved GV proprietary platforms, warranty certifications and FAA air worthiness flight certifications. Additionally, Gulfstream is the only facility identified by the FBI with all of the following technical capabilities: A secure installation facility Heavy lift overhead crane capability internal to facility Ready inventory of essential components Standardized training of personnel with service and installation procedures The FBI aircraft will be maintained in a secure environment. The FBI intends to negotiate with only one source under the authority of FRA 6.302-1. Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.
