Description
This is a market survey for information only, to be used for preliminary planning purposes and to identify businesses with the capability to accomplish the work. This is not a solicitation for proposals. The Government will not pay for any information provided as a result of this market survey. The purpose of this project is to modify an existing Aircraft Maintenance Hangar constructed under the Government of Japan (GoJ) Host Nation funded program for the US Navy Carrier Wing Five (CVW-5) move to MCAS Iwakuni, Japan. This project consists of design and construction of three (3) Sensitive Compartmented Information Facility (SCIF) spaces interior to the hangar and associated site security monitoring service. The Japan Facilities Improvement Program (JFIP) project will construct interior spaces for a SCIF inside an existing Host Nation constructed facility. Secure finish work shall include all interior, communications and mechanical systems. The work required by this project interior to the three (3) spaces will include providing walls, doors, door hardware, architectural finishes, mechanical systems, fire alarm systems, fire protection systems, electrical systems, communication systems, and incidental related work. Systems constructed under this project shall tie into the existing systems provided by the GoJ hangar project. The U.S. Army Corps of Engineers Japan District anticipates the release of a Design-Build Request for Proposal (RFP) for this project. Any solicitation pursued is intended for worldwide US sources only. In accordance with DFARS 236.204, Disclosure of the Magnitude of Construction Projects, the estimated cost of this project is between $5,000,000 and $10,000,000. The Government intends to require contractors to demonstrate bonding capacity within this range for this project. Sources Sought Questionnaire: Interested firms are requested to furnish comments on the following questions: 1. Describe your firm's capability and experience in constructing secure sensitive compartmented information facilities for US Embassies and/or other secure facilities for the Department of State and Department of Defense in the last 10 years. 2. Describe your firm's security qualifications and safeguarding capability. 3. Provide a list of relevant or similar projects, including project title, location, completion date, and magnitude. 4. Identify and discuss your current construction bonding level: a) Per contract b) Aggregate contract bonding level If you do not have any comments on a particular question, please indicate as such.
