- Instructions for Deliverying Proposal The hardcopy and CDs containing the proposal are due Thursday, May 22, 2014 by 3:00pm ET. The electronic copy is due Wednesday, May 21, by 11:00 am ET. When deliverying the proposal to the Thurgood Marshall Building, you will have to come to the main entrance, which faces Union Station. After entering, you will need to be checked at the security post at the entrance. After being allowed to pass, you should proceed to the northern security post. At the northern security post, ask the guard to call Cinetra Marlow, at ext. 2689. Alternately you may call her directly at 202-502-2689. Ms. Marlow will come to the security post and receive the package from you. If she is not available, you may call Earl Friedman at ext. 3349.
