Description
The Protected Species Branch (PSB) of the Northeast Fisheries Science Center (NEFSC), Woods Hole, MA is seeking a charter vessel to deploy two (2) long term deep water acoustic recording units, one located off Browns Bank, Nova Scotia, Canada and the second located off Bears sea mount, southeast of Georges Bank. The PSB has an active Passive Acoustic Research Program investigating how marine animals use sound, the importance thereof and the impacts on human made noise on protected and/or endangered marine mammals and other acoustically-sensitive marine animals (e.g., fishes, sharks and sea turtles). This project is part of the long term monitoring of movements and distribution of large whales focused on understanding current and expected changes in their occurrence throughout biologically important areas. The planned period of performance is 6 days at sea with the option for additional days in the event of weather delays during the period of June 2014, preferably the beginning of the month. The minimum vessel general requirements for this charter consist of the following: - Capable of safe operation across Georges Bank and Browns Bank off the continental shelf waters. The deep water buoys will need to be deployed in depths ranging from 750 to 3550 meters. - Capstan or A-frame crane capable of lifting a minimum of 1200 lbs and a winch capable of handling a minimum of 1200 lbs. - Deck space capable of ho lding scientific equipment with a total weight of equipment at approximately 4,000 lbs consisting of 2 x 2 railroad wheel anchors - 43" x 43", 2 x 2 wooden reels - 30" x 30", 1 x 2 Aluminum reel stand - 51" x 43", 2 x 2 Syntactic float - 40" x 48", 2 x 2 hardware box - 30" x 18", 2 x 2 Acoustic release box - 30" x 16", 2 x 2 Hydrophone box - 72" x 14" - The vessel shall have been actively used for collecting scientific data within the past 12 months and/or a track record of prior work with passive acoustic recording unit deployment and/or retrieval is desirable. - Sufficient deck space to put the two acoustic recorders and their associated moorings. - Clean, sanitary, and sufficiently ventilated berths with mattresses for ships crew and scientists. Bunk areas shall contain at least one drawer or closet per occupant for storage of clothing and personal gear. - A minimum of one head, one shower and sink with hot water that is available to scientific crew. - Potable fresh water supply adequate for vessel and personal use of at least 4 scientists plus crew for up to six (6) days. - Minimum vessel crew shall be five (5) people to cover the role of Master, mate, engineer, chief steward, and cook-mate to operate the vessel and to support scientific operations. A comprehensive list of actual requirements will be included in the Statement of Work within the solicitation package document. This is a 100% Total Small Business Set-aside. The North American Industry Classification System (NAICS) code for the acquisition is 483114. The small business size standard is 500 employees. The solicitation and proposed fixed-price contract will be issued utilizing FAR Part 12 and FAR Part 13. The Award will be made to the quoter whose quote meets all Statement of Work and solicitation requirements and is judged to be the best value, by an integrated assessment of price and other evaluation factors to be listed in the solicitation. Solicitation documents will be made available for download ON OR ABOUT May 16, 2014 at http://www.fbo.gov/. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFQ, Statement of Work, and all subsequent amendments. To be eligible for award, quoters must be registered in the System for Award Management (SAM) database at www.sam.gov; quoters must also obtain a Data Universal Numbering System (DUNS) number and provide it with the quote. THE DATE OFFERS ARE DUE WILL BE STATED WITHIN THE SOLICITATION DOCUMENTS and will be adjusted based upon the actual release date of the solicitation.
