- This is a SOURCES SOUGHT NOTICE; a market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. The U.S. Army Corps of Engineers, Kansas City District, has a requirement to provide campsite electrical metering and training for government personnel for the utilization of equipment installed for Rock Creek Campground at Perry Lake in Jefferson County, Kansas. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of all firms, to include various members of the Small Business Community to include Section 8(a) concerns, Historically Underutilized Business Zone (HUBZone) concerns, and Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns to compete and perform a Firm-Fixed-Price (FFP) service contract. The associated North American Industry Classification System (NAICS) code is 334515 for Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals and the small business size standard is 500 employees. Sample Scope of Work: Furnish the necessary personnel, resources, equipment, materials and services required to deliver, install and train government personnel (an electric metering/utilization survey data collection units for a campground park). Provide individual electric site metering for all camping/electrical sites in the park and up to five other designated locations to record structure usage (56 totals). Units will be installed and fully operational on 1 July 2014 and will remain operational until 28 September 2014, providing 90 contiguous electrical monitoring days. At the end of the monitoring period, all monitoring units will remain in place. All electrical monitors and associated materials will become the property of the government. The equipment provided by the contractor will monitor all electric usage at each site and track and record the continual real-time usage of electricity. Provide all monitoring data in electronic Excel Data Base format on CD/E-mail. The contractor will instruct the government personnel at government owned facilities in regards to the process of recording two types of reports. (1) Weekly reports to include seven separate daily reports, consisting of Monday through Sunday, and (2) Monthly reports that will collect data for each calendar month. The contractor will provide equipment that will be under warrantee and the manufacturer will provide as-needed telephone support. Deliverables: Contractor will provide all required equipment and instruction to the government that will produce: (1) Weekly Reports: Twelve weekly reports that include following - Park name - Site number - Date - Total kWh usage per hour each day - Total kWh usage per 24 hour day - Average kWh usage per 24 hour day - Average kWh usage per hour over seven day period (Monday through Sunday) - Time and amount of peak kWh usage daily - Total kWh usage per day for each of the 20/30/50 amp services - Number of times max amp usage exceeds 80% of the load capacity of the service (which is the number of times the breaker should have or did trip due to exceeding load capacity of the breaker). (2) Monthly Reports: The equipment will also be able to provide three monthly reports for the months of July, August and September. - Park name - Total kWh usage per day, week, and month for all campsites - Average kWh usage per day, week and month, per campsite Kilowatt utilized per site on a per day basis (24 Hr Day), week and monthly basis. - Total amounts for each of the 20/30/50 amp services provided at each site. - Number of times max amp usage exceeds 80% of the load capacity of the service which is the number of times the breaker should have or did trip due to exceeding load capacity of the breaker. This sources sought notice is solely for the Government's use as a market research tool. As such, the issuance of a competitive solicitation is NOT guaranteed. All responsible sources are encouraged to submit a response to this notice with a statement of interest on company letterhead no later than 28 May 2014. The response to this notice shall be in summary format and shall not exceed twenty (20) pages. All attachments must be provided in either Microsoft Word (.doc) or Adobe Acrobat (.pdf) format. At a minimum, the following must be provided: 1. Company name; 2. Company mailing address; 3. DUNS number 4. Point(s) of Contact including Telephone Number(s) & E-mail Address(es); 5. Company's current small business category (Small Business, HUBZone, Service Disabled Veteran Owned, and/or 8(a)) as it relates to (NAICS) Code 334515; 6. A capabilities statement of your firm's capacity to meet this requirement to include any similar projects performed over the last two (2) years; 7. A listing of the company's equipment that will be used to execute this work. If a solicitation is released in connection to this requirement, vendors must be actively registered in the System for Award Management (SAM) system. The System for Award Management (SAM) is a Federal Government owned and operated free web site that consolidates the capabilities in CCR, ORCA, and EPLS. All vendors must verify their information through this web site. If you were previously registered in CCR and ORCA, your organization's information is already in SAM. You just need to set up a SAM account and migrate your CCR roles. Per the direction of FAR 4.5 Electronic Commerce in Contracting, the Federal Government shall use electronic commerce whenever practicable or cost-effective. Therefore, responses to this announcement shall be sent via email to Michael.D.Dixon@usace.army.mil. Responses via FAX or traditional mail will not be accepted. All information received will be considered. Failure to respond to this notice does not preclude a firm from offering on any resultant solicitation; however, a lack of interest in this requirement may keep this effort from moving forward competitively. THIS ANNOUNCEMENT SHALL NOT BE CONSTRUED AS A COMMITMENT OR AUTHORIZATION TO INCUR COSTS IN ANTICIPATION OF AN AWARD. THE GOVERNMENT IS NOT BOUND TO MAKE ANY AWARDS UNDER THIS NOTICE.
