- Statement of Work I.REQUIREMENT (1) This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under FAR Part 13 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on FEDBIZOPPS the RFQ number is DOLSOL140001. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-73. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: https://www.acquisition.gov/far/fac.html. The following identifies specific Government requirements for the services requested under this contract, and defines the parameters of the scope of work that will be required by the contractor. (2) This solicitation is issued as a Request for Quote (RFQ). The North American Industry Classification System (NAICS) code is 721110, and the small business size standard is $30M. (3) The resulting purchase order will be fixed-price. (4) Applicable scope of objective is performance based on clauses, provisions, and are attached. (5) To be eligible for award, the Offeror must register at https;//www.sam.gov, and complete the Representatives and Certifications. (6) Period of Performance: July 28, 2014 - July 30, 2014. (7) Submit electronic copies to Marissa Wright at wright.marissa@dol.gov. (8) Quotes are due on or before 27 May 2014 at 9:00PM CST. (9) Quotes must be valid for sixty (60) days after due date. INSTRUCTION: A. SPECIFIC INSTRUCTIONS: 1. The offerors quote may be submitted by email in response to this solicitation. The contents therein must be properly tabbed, organized and legible. Offerors quotes are limited to ten (10) pages. 2. Quotes that fail to include required information or reject the terms and conditions of the solicitation may be excluded from consideration. 3. Offerors agree to hold firm the prices in its offer for 60 calendar days from the deadline date specified in the solicitation for receipt of offers. 4. Below are the submittal requirements that must be included in the offerors package. FACTOR I - TECHNICAL: Understanding the Requirement The offeror shall submit a quote that demonstrates the offeror's understanding of the work to be performed in accordance with the SOW and the extent to which potential risks are identified and mitigated. FACTOR II: PRICE The offeror shall provide the following: a. The offeror must provide both a unit price and an extended price for each priced contract line item number (CLIN); EVALUATION FACTORS FOR AWARD In accordance with FAR 12.6, the Government will award a Firm Fixed Price (FFP) purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Quotes will be evaluated using FAR 15.4 evaluation procedures, and rated as either Technically Acceptable or Technically Unacceptable. Technically Acceptable - Quote clearly meets the minimum requirements of the solicitation. Technically Unacceptable Quote clearly does not meet the minimum requirements of the solicitation. The Government intends to evaluate offers and award a contract without discussion with offerors. Therefore, the offerors initial offer should contain the offerors best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if it is later determined by the Contracting Officer to be necessary. Technical Evaluation Factors FACTOR I: Understanding the Requirement The Government will evaluate the offeror's understanding of the work to be performed in accordance with the SOW and the extent to which potential risks are identified and mitigated. FACTOR II: Price The Government will evaluate offers for award purposes by adding the total of all CLIN prices, including all options to ensure that pricing is not unbalanced. Price will be evaluated for reasonableness in accordance with FAR 15.404. No adjectival ratings will be used to evaluate price. The Government will evaluate offerors for evaluation purposes by adding the total price for all CLINS and options to the total price for the base period.
