- SOLICITATION/REQUEST FOR PROPOSAL (RFP) N00253-14-R-0009 Naval Undersea Warfare Center, Division Keyport intends to issue a solicitation for the following non-commercial supply: Towed Cable Deployment Reels manufactured in accordance with Navy Drawing 2819854 ; the Statement of Work; and all referenced/associated drawings, specifications, revisions, and attachments. This requirement will include: CLIN 0001 - First Articles, qty of 4 sets; CLIN 0002 - Towed Cable Reels, qty of 296 sets; CLIN 0003 - Contract Data Requirements List A001; CLIN 1001 - Option 1 Reels, qty of 300 sets; CLIN 1002 - CDRL A001; CLIN 2001 - Option 2 Reels, qty of 300; and CLIN 2002 - CDRL A001. Proposals will be evaluated on the basis of best value to the Government. Offerors will be evaluated on the basis of lowest price, technically, and past performance acceptable to the Government; that is, selection of the contractor is to be based on the establishment of minimum requirements to be evaluated on an "acceptable" or "unacceptable" basis. The offeror must be determined to have acceptable technical and past performance before further consideration will be given. The solicitation number for this requirement when issued will be N00253-14-R-0009. It is anticipated that the resultant contract will be a firm-fixed price contract. The applicable NAICS code for this requirement is 326199 with a small business standard of 750 employees. The procurement will be solicited under full and open competition. Offers shall be FOB Destination to NUWC Keyport, WA 98345-7610. Drawings referenced in this synopsis and the following solicitation are restricted by the Arms Export Control Act and are ONLY available to vendor's/contractor's appointed data custodian that are registered with DLIS (Defense Logistics Info Svc Joint Certification Program (JCP). Vendors/Contractors that are not registered with DLIS JCP can obtain registration information at www.dlis.dla.mil/jcp/. Restricted Drawings and Technical Information will be available through the Federal Business Opportunities Website as an attachment to the solicitation. It is anticipated that the solicitation will be available for download on or around 20 May 2014. The closing date of the solicitation will be 20 June 2014, unless a later date is specified in the solicitation. The RFP will be posted and available for download at http://www.fbo.gov/. Offerors wishing to submit a proposal are responsible for downloading their own copy of the RFP from this website and to frequently monitor the site for any amendments to the RFP. A bidders list will not be maintained by this office; and no telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of proposals may render your offer non-responsive and result in rejection of the same.
