Description
The USDA, Agricultural Research Service, Northern Plains Area, Roman L. Hruska U.S. Meat Animal Research Center, P.O. BOX 166, 844 Road 313, Clay Center, NE 68933, has a requirement for a construction project entitled "Grain Bin Construction Project." The successful contractor shall furnish all labor, material, and supervision to perform this work in accordance with the specifications within 365 calendar days after receipt of Notice to Proceed. The applicable North American Industry Classification System (NAICS) Code for this project is 236210 (Industrial Building Construction), with a Small Business Size Standard of $33.5 Million. This procurement action is 100% set-aside for competition among Small Businesses. Offers from other than Small Business concerns will not be considered and shall be rejected. To be considered for award of a contract offerors must be registered in System For Award Management (SAM, web address is https://www.sam.gov/portal/public/SAM/) with a Representation and Certification in ORCA (Online Representations and Certifications Application) as a small business under the size standard of $33.5 Million included in the offerors SAM and ORCA registration. A bid guarantee is required under this solicitation. A Payment Bond and a Performance Bond will be required after award. The solicitation with specifications will be available on the FedBizOpps web site on or after 15 calendar days from the issuance of this pre-solicitation announcement; no paper copies of the solicitation, specifications or drawings will be available. The estimated magnitude of the project is $500,000.00 to $1,000,000.00. This is a pre-solicitation notice synopsizing an upcoming competitive solicitation satisfying the requirements of FAR 5.201 and 5.203. This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the USDA BioPreferred SM Program. The Contractor must comply with the Farm Security and Rural Investment Act of 2002 (FSRIA), 7 U.S.C. 8102; the Food, Conservation and Energy Act of 2008 (FCEA), 7 U.S.C. 8102; the Federal Acquisition Regulation; Executive Order (EO) 13514, "Federal Leadership in Environmental, Energy and Economic Performance," dated October 5, 2009; EO 13423, "Strengthening Federal Environmental, Energy, and Transportation Management," dated January 24, 2007; and Presidential Memorandum, "Driving Innovation and Creating Jobs in Rural America through Biobased and Sustainable Product Procurement," dated February, 2012 to provide biobased products.
