Description
SYNOPSIS: THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTE (RFQ). THERE WILL NOT BE A SOLICITATION OR SPECIFICATIONS AVAILABLE AT THIS TIME. This sources sought notice is being published to identify potential sources capable of developing and providing NAVFAC technical training for the regions and NAVFAC Component Offices as noted below to maintain and increase competencies for project execution in conformance with UFC 3-310-04 Seismic Design of Buildings. The course will include coverage of fundamental seismic design and proceed to code based design examples for typically encountered DOD building structures. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Naval Facilities Engineering Command (NAVFAC), Atlantic, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be makde on offers received in response to this notice. The Government is not responsible for the cost associated with any effort expended in responding to this notice. Requested Information. 1. Name and brief description of the responding firm. Respondents should include information as to whether or not the firm is a small business under North American Industry (NAICS)code 611430, Professional and Management Development Training. The Small business size standard under NAICS code is $10.0 million. If a small business concern, please also provide information on which, if any; of the sub-categories of small business (certified by SBA as a HUBZone, SB, self-certify as either a SDB, WOSB, VOSB, and/or SDVOSB)you qualify. 2. Provide a capabilities statement exhibiting the company's ability to meet the minimum requirements listed below. Project Title: Training-Seismic Technical Training - Seismic Design of DOD Buildings and Non-Building Structures to include On-Site/Web Enabled Tele-Video Training Type of Product: On-Site Training a.Design flow charts will be developed and provided to the students. The flow charts will provide students with the typical elements required to satisfy the seismic designs in conformance with ASCE7 and UFC 3-310-04. b.The training will include a pre-test developed, administered and evaluated by the course provider. The pre-test is intended to identify training focus instruction objectives. c.Vendor shall ensure that student course feedback/course evaluations are taken from each student at the end of the course and that comments are compiled and provided to Government Project Manager. d.The training will include design example problems of typical applications encountered by practicing engineer. e.This project consists of the development of training material and the implementation of training sessions with each session being 4 1/2 days in length. The course in general terms will cover the significant topics outlined in UFC 3-310-04 Seismic Design of Buildings. The theoretical content of the training will be limited to those fundamental principles required to allow students to gain an understanding of the code based approach to seismic design. At a minimum the following items/topics will be addressed: Earthquakes, Building Response, and Design Overview of Design Standards (ASCE7, ASCE41, IBC, RP8, ACI, AISC, etc.) Performance Levels for New and Existing Structures Earthquake Ground Motion Structural Dynamics - Basis for code-based provisions ASCE 7-10: Basic Requirements for Structural Design Redundancy and Structural Systems Requirements Analysis Procedure - Procedures required to compute seismic loads, component forces, and system deformations. ASCE 7-10 Chapter 12 Seismic Design of Building Structures (Including Design Example) Seismic Detailing of Intermediate and Special Moment Frames of Concrete Seismic Design of a Reinforced Concrete Building (Including Design Example) Seismic Detailing of Special Shear Walls, Coupling Beams, and Gravity Frame Members of Concrete Design of Masonry Structures (Including Design Example) General Requirements for the Seismic Design of Steel Frames General Requirements Seismic Design of Steel Moment Frames (Including Design Example) Seismic Design of Steel Braced Frames and Shear Walls (Including Design Example) Nonstructural Components and Nonbuilding Structures (Including Design Example) Cold-Formed Steel Systems (Including Design Example) Seismic Force-Resisting Systems of Wood Construction (Including Design Example) Cast-in-Place Concrete Diaphragms (Including Design Example) Precast Concrete Diaphragms(Including Design Example) Metal Deck Diaphragms (Including Design Example) Existing Buildings Review content of ASCE 41-16. The course will be delivered on-site at a location To be Determined at NAVFAC Southwest in San Diego, Ca. If exercised three additional courses will be delivered at NAVFAC MIDLANT in Norfolk, Va.; NAVFAC Pacific in Honolulu, HI; and NAVFAC Southeast in Jacksonville, FL. All courses would be executed between October 1, 2014 and June 30, 2015. The course shall be provided and presented electronically utilizing Microsoft Powerpoint, compatible with the 2010 version. Course materials shall be provided to each student consisting of a hard copy of the presentation and all corresponding course materials. For purposes of this scope, the course size will consist of thirty (30) students at each location. Provided training shall be certified so that hours can be used as CEU/PDH s towards state licensure requirements. The training session held in NAVFAC Southwest in San Diego will be broadcast via web enabled tele-video conferencing and the session shall be video recorded with video as a deliverable to NAVFAC Atlantic. The vender will provide all electronic equipment required to implement the training at each of the locations including projectors/screens, computers for presentation and interfacing with the web, the MIFI equipment for wireless access to the internet, and the password protected website (to allow students to login and participate in the training sessions, via text and audio chat). 3. Meetings: Kick-off Meeting: Conduct a Kick-off meeting with the representation from the Vendor. This meeting will be conducted at NAVFAC Atlantic s offices at the Lafayette River Annex in Norfolk, Virginia. This meeting shall be executed within 10 working days of the contract award. The focus of this meeting will include: Review the project scope Confirm schedule Develop and Finalize Course Outline * Pre-final Presentation / Dry Run: An abbreviated Pre-final Presentation / Dry-run rehearsal shall be provided a minimum of three (3) weeks prior to the course date to validate material, presentation and duration. This will be executed at the Vendor s office. Government comments and feedback will be provided immediately. The Vendor shall provide a written record of government comments. *Final Presentation: A Final Electronic Version of the training shall be provided to the Government a minimum of two (2) weeks prior to the course date to ensure comments noted during the Pre-final presentation have been adequately addressed. *Training: Introduction to Seismic Technical Training Course shall be initiated by October 1, 2014 and completed by June 30, 2015.in accordance with project scope. Vendor shall ensure that student course feedback is taken from each student at the end of the course and that comments are compiled and provided to Government Project Manager. *After Action Review (AAR): Vendor shall participate in an After Action Review with the Government Project Manager to review student feedback to make adjustments to the course material as is required. The AAR will be executed telephonically. Additional Information and Submittal Instructions The response to this Sources Sought is due on Wednesday, 28 May 2014, 2:00PM EST via email. The responseto to this Sources Sought Notice must be complete and sufficiently detailed to allow determination of the firm's qualification to perform the defined work. The response is not to exceed 8 double sided pages, using 12 pt Times New Roman font with margins on standard 8-1/2 by 11 inch paper. Responses to this Sources Sougth Notice is not required in order to respond to any future RFQ that may follow. However, information gathered through this Market Research/Sources Sought may significantly influence RFQ development. Answers to questions concerning this Sources Sought Notice will be made available to all responders. Electronic submissions shall be e-mailed to Rochelle Lee at rochelle.lee@navy.mil and must be received no later than 28 May 2014 at 2:00PM EST. Late responses will not be accepted.
