Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY FOR PURPOSES OF CONDUCTING MARKET RESEARCH. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR BID. The NAICS Code for this acquisition will be 541191 or 541110. The Government will use responses to this Sources Sought Notice to make appropriate acquisition decisions regarding the type of procurement to be utilized to obtain these services. PROJECT INFORMATION: The work will consist of supplying all labor, supplies and material to deliver title services within the Real Estate Region South Area of Operation which encompasses the following states: Louisiana, Mississippi, Arkansas, Tennessee, Missouri, Illinois and Kentucky. The contract solicitation will be for a regional contract by which title search can be ordered in all of the aforementioned states. The Government will contract with an individual firm who will have subcontractors in each of the aforementioned States. The firm under contract as well as each subcontractor may be a title insurance company or a licensed attorney. For an attorney to qualify for this contract, he or she must be licensed in the State where the title search will be performed and must be associated with a title insurance company. When the solicitation is issued, each attorney must submit a written commitment from a title insurance company authorized and qualified to issue such policies in the state where the search would be conducted. Unless the title insurance company is authorized to insure property title in all of the states included in the area of operation, the offeror will need to submit a written commitment for each individual state within the area of operation. It is the Government's intent to award two (2) Firm Fixed Priced contracts for a base year with four one-year option periods. All interested members of industry, including small business, with the capabilities necessary to meet or exceed the stated requirements are invited to submit a Capabilities Statement consisting of appropriate documentation, literature, and brochures and should include: 1) Firm Name, Address, Telephone, Fax, Point of Contact E-mail Address, Company Business Size, DUNS number, and CAGE code, 2) Identification of the company as a Small Business, Small 8(a) Disadvantage Business, Historically Underutilized Business Zones (HUB-Zone), Women Owned, Economically Disadvantaged Women-Owned Small Business, Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran Owned, and Historical Black Colleges and Minority Institutions (HBCU/MI) (NAICS Code 541191 or 541110; Business Size Standard is not to exceed $10M), and 3) A synopsis of relevant past experience. IMPORTANT: Responses should be no more than 3 pages. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for the information solicited. Respondents WILL NOT be notified of the results of the evaluation. Statements that do not meet all requirements or that are not submitted within the allotted time will not be considered.
