Description
Statement of Work This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on FEDBIZOPPS (www.fbo.gov). The RFQ number is N39040-14-T-0246. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-72 and DFARS Change Notice 20130311. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: http://farsite.hill.af.mil/vffara.htm and http://farsite.hill.af.mil/vfdfara.htm. The Government intends to award a sole-sourced contract for the following services to Stephens Analytical, Inc.: Item No QUANTITY UNIT UNIT PRICE AMOUNT 0001 30 Job Hygrometer Evaluation Hygrometer unit models MVP 1000 and MVD 1000 shall be evaluated per the manufactures standard inspection process. The evaluation will consist of but is not limited to a speed of response test, display inspection, battery load test, and display board inspection. The evaluation results shall be documented and returned on the hygrometer calibration certificate. Unit price shall include return shipping to Portsmouth Naval Shipyard. Item No QUANTITY UNIT UNIT PRICE AMOUNT 0002 30 Job Hygrometer Calibration A Certificate of Calibration shall be included when each unit is returned to service. The certificate shall state the date of issue, unique certificate number, description of work performed, details of repairs if performed, make, model, serial number of each unit, customer, standards used, and lab environment conditions(temperature, relative humidity). A table shall be on the certificate listing the generated moisture values, as received values, adjusted values and generator uncertainties. The measurement units are degrees Fahrenheit at atmospheric pressure. A calibrated by and authenticated by signature shall be included. The instrument shall be calibrated using the procedure in Section A.1.6 of the Stephens Analytical, Inc. Quality Manual. Item No QUANTITY UNIT UNIT PRICE AMOUNT 0003 1 Job $20,000.00 $20,000.00 NTE Hygrometer Repair A quote must be provided to the technical point of contact at Portsmouth Naval Shipyard and approved by the Contracting office for all repairs prior to performing the work. Charges above the "not to exceed" limit of $20,000.00 will not be authorized. Stephens Analytical, Inc. shall include an itemized list of all repairs performed to each unit when returned to Portsmouth Naval Shipyard. Note: The requirement is sole-sourced to the Original Equipment Manufacturer (Stephens Analytical, Inc.) due to proprietary processes used to clean and calibrate MVP1000 and MVD1000 hygrometers. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control.
