NAICS 511110 Newspaper Publishers THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY. The Mission and Installation Contracting Command (MICC) Fort Bliss Texas, 1733 Pleasonton Road, El Paso, TX 79916 is in the process of determining market capability for providing Fort Bliss Bugle Newspaper services at Fort Bliss, TX. This is a sources sought notice and request for information (RFI) in accordance with FAR 15.201(b). This is not a solicitation. This announcement does not constitute a Request For Quote (RFQ), Invitation For Bid (IFB), Request For Proposal (RFP), Request For Application (RFA) or an announcement of a solicitation nor does this announcement commit the Government to contract for any supply or service whatsoever. Further, the Army is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in responding to this sources sought; all costs associated with responding to this announcement will be solely at the interested party's expense. Not responding to this sources sought does not preclude participation in any future RFP. Any resultant solicitation will be released through Federal Business Opportunities at https://www.fbo.gov. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Contact with Government personnel, other than the Contract Specialist or Contracting Officer, by a potential offeror or their employees regarding this sources sought is strictly prohibited. Description of Requirement: The Contractor shall provide all personnel, equipment, labor, supplies, tools, materials, supervision and other items necessary to publish and distribute up to twenty-thousand (20,000) copies of a civilian enterprise newspaper, Fort Bliss Bugle, which provides audiences news and command information of Fort Bliss, TX. The Contractor shall publish fifty (50) issues per year. Responses are welcomed from all interested and capable firms. The anticipated period of performance is base year with four (4) option periods. The resultant contract will be a NO-COST contract and the revenues generated from sale of advertisements in the Fort Bliss Bugle Newspaper by the Contractor shall constitute full payment to the Contractor. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 511110, Newspaper Publishers. The size standard for NAICS 511110 is 500 Employees. Comments on this NAICS and suggestions for alternatives must include supporting rationale. This NAICS Code is subject to change if necessitated by the responses to this Sources Sought. Fort Bliss is interested in obtaining information from industry that will help to support a determination of the appropriate set aside category for the acquisition strategy. Both large business concerns and all categories of small business are encouraged to respond to this request. The Government is requesting that interested businesses that feel they can fully support this requirement, furnish the following information: 1)Capability Statement to include experience with similar projects of a comparable magnitude. Capability statement should include your firm's general background, experience, qualifications and industry specific awards. A special notation should be made of similar or related programs performed for the Government including documentation with reference to the applicable contract numbers and the supervising agencies. Examples of print quality are encouraged. 2)Company name, address, point of contact, telephone number, Duns & Bradstreet Unique Numbering System (DUNS) number, System for Award Management (SAM), and Commercial and Government Entity (CAGE) code and e-mail address. 3)Please include type of business (small, small disadvantaged, woman-owned, HUBZone, serviced-disabled veteran-owned small business, large business, etc.) under North American Industry Classification System (NAICS) 511110 which contains a size standard of 500 employees. 4)Provide no more than three (3) references for no more than three (3) of the most recent and relevant contracts directly relating the attached PWS, performed within the last three (5) years. Include name, address, telephone number, and e-mail address of references. Also, provide a brief description of the work performed, contract number, total contract value, and period of performance. 5)This Sources Sought notice is being published with the intent to promote competition. Suggestions from industry regarding how competition may best be achieved are requested. All such suggestions will be considered; however, the Government reserves the right to solicit for the required services in a manner of its own choosing in accordance with the applicable procurement regulations. We are also looking for input from industry relative to how this type of service is performed in the private sector in order to maximize the incorporation of commercial standards and practices where practicable. How to submit: All companies must be registered with System for Award Management (SAM) (https://www.sam.gov). Responses to this Sources Sought shall be submitted electronically by email to Natalia Lerma, Contract Specialist, at natalia.lerma.civ@us.army.mil. Responses shall be received no later than 2:00 p.m. MST on 4 June 2014. Classified material SHALL NOT be submitted. Please submit all questions related to this Sources Sought to the Contract Specialist via email by 10:00 a.m. MST on 28 May 2014. No phone or e-mail solicitations regarding the status of the request for proposal will be accepted prior to its release. This sources sought neither constitutes a Request for Quote or a Request for Proposal. This sources sought should not be construed as a commitment by the U.S. Government for any purpose. Submission of any information is response to this RFI is purely voluntary. The U.S. Government does not assume any financial responsibility for costs incurred. Proprietary information and trade secret, if any, must be clearly marked on all materials. All information received that is marked proprietary information will be handled accordingly. Please be advised that all submissions become MICC -Fort Bliss property and will not be returned nor will MICC- Fort Bliss confirm receipt of the RFI response.
