- This is a solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation VA251-14-Q-0338 is issued as a request for quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12. The North American Industry Classification System (NAICS) number is 811219 and the business size standard is $19 Million. All responsible sources may submit a proposal which shall be considered by the contracting officer. Scope of Work East Parking Structure Elevators 1 & 2 DESCRIPTION/SPECIFICATION/STATEMENT OF WORK Hydraulic Power Units: Replace hydraulic power units that are belt driven and have exposed moving parts, and have valve and muffler assemblies mounted under the tank that are not ideal to noise sensitive environments or maintenance. Replace and upgrade power unit with a new quality build dependable, submersible power unit, which will provide the following benefits: 1.Positive displacement screw pump and submersible motor 2.Direct coupled motor and pump. 3.Pump submerged in oil to eliminate dust and dirt problems. 4.Low noise operation with anit-vibrations mounts, ideal for noise sensitive environments. 5. Less labor intensive maintenance (no belts or exposed moving parts). 6.Reliable operation. 7.Breakdown and remove existing power units. 8.Replace with new submersible type power unit. The new submersible power unit will be self-contained assembly consisting of an oil tank, motor, pump, oil control value, muffler, and suction line strainer. The new control value and muffler located above the oil reservoir at the top of the tank unit. The new hydraulic tank will be constructed of no less than 12 GA. Cold rolled steel and designed to prevent fluid loss through component leakage or spillage. The tank will be equipped with a removable cover to accommodate inspection and maintenance operations. 9.Reuse oil but add approximately 1 barrel 955 gallons) of oil to each new power unit reservoir. 10.Perform the necessary adjustments, test operation described below) and return elevator back to service. 11.Conduct a relief valve test. 12.Conduct a cylinder inspection and static leak test. 13.Inspect and test normal and final stopping devices. 14.Inspect operation of fire emergency service, emergency power system, and power door system as applicable. 15.Visually inspect system for leaks or damage uncovered by the test. 16. Submit the results of the test to required authorities. Vendor to provide all labor; material and supervision required perform the following scope of work during regular working hours of the elevator trade. Services to be performed at VA Ann Arbor Healthcare System, 2215 Fuller Road, Ann Arbor, MI 48105.
