Description
This notice provides the Request for Proposal (RFP) No. DE-SOL-0005388. This RFP contains modifications as compared to the draft RFP; therefore, please review the RFP in its entirety. Release of the RFP in no way commits the Government to procure this requirement. Potential Offerors assume all liabilities and risks associated with any actions taken or expenses incurred based on information presented in the RFP. The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL), is issuing competitive RFP DE-SOL-0005388 as a 100% small business set-aside for Mission Execution and Strategic Analysis (MESA) support services. Anticipated work assignments for this service contract would support activities across all NETL sites, with primary on-site presence in Morgantown, WV and Pittsburgh, PA, and include travel to other DOE locations. The resulting contract will be a cost-plus-award-fee contract with a base performance period of three years and an opti on period of two years, for a potential five year period of performance. This is a follow-on contract to DE-FE0004001, DE-FE0004002, and DE-FE0004003, which currently have expiration dates of November 14, 2014. It is anticipated that the award date for the resulting contract will be prior to the expiration of the current contracts and will have an effective date of November 2014. The contract objective is to support NETL with skilled personnel in the service areas of (1) Program and Project Implementation; (2) Systems and Databases; (3) Assessments, Reviews, and Evaluations; (4) Technical Information; (5) Process and Cost Engineering; (6) Financial Analysis; (7) Life Cycle Analysis; (8) Economic, Market, and Regulatory Analysis; (9) Technology Deployment and Program Benefit Analysis; (10) Energy Infrastructure Analysis; and (11) Subsurface Analysis. The North American Industrial Classification System (NAICS) code for this effort is 541330 with a small business size standard of $35.5 million. Responsible small business sources may submit a proposal, which shall be considered by the agency. All questions regarding the RFP are required to be submitted electronically through FedConnect.
