- The US Army Corps of Engineers, Walla Walla District is seeking interested bidders for a construction project entitled: Lower Monumental Spillway Weir Boat Barrier. The construction will occur at the Lower Monumental Dam in Franklin and Walla Walla Counties, Washington. This will be a firm-fixed-price construction contract. Construction magnitude is estimated between $1,000,000 and $5,000,000, and 100% performance and payment bonds will be required. The North American Industry Classification System (NAICS) code for this project is 237990, Other Heavy and Civil Engineering Construction, and the associated small business size standard is $33,500,000. This sources-sought announcement is a tool to identify small businesses with the interest in and capability to accomplish the work. This is not a solicitation. Only those firms who respond to this announcement by submitting the following information (items one though five) will be used in determining whether to set aside this requirement. 1) Capability information expressing interest in this requirement, describing your company and its capability to complete a project of this scope, magnitude and complexity. Include information detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. Include a description of any previous projects that are similar or the same as the work detailed below. Please indicate any parts of the work described in the Summary of Work below that will be performed by a subcontractor. Indicate who the subcontractor is and their experience. 2) Reference list for each of the projects submitted in 1) above. Include the point of contact, title, phone number and email address. 3) A statement of your firm's bonding capacity. 4) A statement of your firm's business size and type (HUBZone, Service Disabled Veteran Owned, 8(a), woman-owned). 5) Cage Code and DUNS number. Submit this information to Jani Long, Contract Specialist, via email to jani.c.long@usace.army.mil. Your response to this notice must be received on or before 2:00PM on May 30, 2014. Summary of Work: Construct a floating boat barrier upstream of Lower Monumental Dam. The boat barrier will extend approximately 35 ft north of the floating guide wall to the north shore of the reservoir, approximately 1,600 feet total. The barrier system shall consist of buoys and floats tied together with cable and required connections. The Barrier shall be anchored in place with cables tied to precast concrete anchors to be placed at the bottom of the Snake River. The buoys and floats will have bird spikes to deter roosting of birds and water fowl. The anticipated period of performance is as follows: Begin 10 days after receipt of Notice to Proceed and complete all work by February 28, 2015. Onsite work must be performed between January 1 - February 28, 2015.
