Description
The Mission and Installation Contracting Command - Fort Jackson, South Carolina intends to solicit offers for Instructor, Course Writer/Developer, and Multimedia Specialist support services for the U.S. Army Soldier Support Institute (SSI) on Fort Jackson. The SSI mission is to train Skill Levels 1-4 Human Resources (HR) and Financial Management (FM) Advanced Individual Training (AIT), Non-commissioned Officer Education System (NCOES), which includes Advanced Leader Course (ALC), and Senior Leader Course (SLC); Basic Officer Leader Course (BOLC); Warrant Officer Basic Course (WOBC); Warrant Officer Advanced Course (WOAC); Captain's Career Course (CCC); and various functional courses which include training for Department of the Army civilians. The Instructor/Writer-Developers will perform routine instructional/training developer functions necessary to maintain the efficiency and effectiveness of the SSI's military and civilian training mission. Additionally, the SSI will need Multimedia Specialists to design and develop Interactive Multi-media Instruction (IMI) to support transitioning/transforming the structure of, and approach to, teaching and learning with a goal of providing relevant and realistic education and training that supports Army Force Generation (ARFORGEN),optimizes student engagement and better prepares our Soldiers and civilians to meet the demands of the Operational Environment (OE) as they support Overseas Contingency Operations. The Government intends to issue Request for Proposal (RFP) W9124C-14-R-0011, which will result in the award of a Firm Fixed Price contract. The North American Industrial Classification System (NAICS) code for this acquisition is 611699, quote mark All Other Miscellaneous Schools and Instruction quote mark with a small business size standard of $10 Million. This requirement will be solicited as a competitive 8(a) set-aside in accordance with the policies and procedures outlined in Federal Acquisition Regulation (FAR) Subpart 19.8, Contracting with the Small Business Administration (The 8(a) Program). The final RFP will be available for interested industry participants on or around May 27, 2014. The RFP will be accessible through the Army Single Face to Industry (ASFI) website https://acquisition.army.mil/asfi/; and the Federal Business Opportunities website, https://fbo.gov. The resultant contract will include a one (1) month phase-in period, an 11 month base period, and two (2) 1-year option periods. The RFP and any subsequent documents related to this requirement will be available for download at the ASFI and FBO websites referenced above. Potential offeror's are responsible for monitoring these sites for the release of the final solicitation and any subsequent amendments. All offeror's must be registered in the System for Award Management (SAM) database and be certified as an 8(a) contractor through the Small Business Administration. No paper copies of the solicitation will be mailed and telephone requests will not be honored. A draft solicitation has been posted to the Federal Business Opportunities and Army Single Face to Industry web sites. The Contracting Officer for this requirement is Mrs. Mandy Ashmore.
