Description

This sources sought notice is for market research purposes in accordance with the Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. This sources sought notice is a Request for Information (RFI) before the release of any resultant solicitation. This is not a request for a proposal and does not guarantee the release of any solicitation. NO PHONE CALLS WILL BE ACCEPTED. Requirement: 1: Introduction: The Department of Veterans Affairs VACO Library requires a commercial off the shelf online subscription that provides access to the Computer Database and RDS Business Suite databases provided by CENGAGE Learning. 2: Scope of Work: CENGAGE Learning will provide desktop access to the following databases for VACO library staff and employees (Outlined in Section C). These products are authoritative online databases used for researching a variety of topics. Search results include the journal citations that either have abstracts or are linked to the actual full-text article. These databases are used to answer research questions received by VACO library staff and are also available to VACO employees who want to do their own research. 3. Performance Period: Base Year9/10/2014 - 9/9/15 Option Year 19/10/2015 - 9/9/16 Option Year 29/10/2016 - 9/9/17 Option Year 39/10/2017 - 9/9/18 Option Year 4 9/10/2018 - 9/9/19 4. Type of Contract: Firm-fixed Price 5. Place of Performance: Not Applicable 6. SPECIFIC MANDATORY TASKS a.. Description of Tasks: The contractor shall provide the specific deliverables described below within the performance period stated in Section A.3 of this SOW. b. Task one: The following subscription services will be provided to the VACO Library from CENGAGE Learning. These products are online databases used to search journals for information on specific topics. The search will contain journal references that either have abstracts or are the actual full-text article. 1. Computer Database Designed to answer questions of researchers, business and computer professionals about hardware, software, networks, peripherals, and services. Includes detailed information about evaluation, purchase, use, and support of computers and other electronic products. This database also provides comprehensive information about the computer, electronics, and telecommunications industries as well as information on industry trends, virtual reality and product reviews, etc. Coverage starts in 1980 and includes abstracts and full-text articles from more than 600 journals including Computerworld, PC Magazine, PC World, etc. 2. RDS Business Reference Suite The Business Reference Suite includes three databases: RDS Business and Management Practices, RDS Business and Industry and RDS TableBase. These databases can be searched individually or all at once. "RDS Business and Management Practices: This database covers professional level journals in the fields of management, planning, financing, information technology, etc. More specifically, broad management topics such as business processes and strategies can be researched and be applied to planning, decision making and management. This resource can also be used to research benchmarking, best practices, corporate culture, organizational change and such timely topics as telecommuting, etc. This database includes 1,912 full text journal titles and abstracts. "RDS Business and Industry: This database complements Business and Management Practices and includes authoritative business publications, newsletters, and newspapers. Researchers can use this database to find company profiles, products, marketing strategies. This database includes more than 1,383 full text journal titles and abstracts. "RDS TableBase: This database provides access to statistical data found in tables. Topics cover a broad range of business, government and demographic information. Searching on a topic (i.e. telecommuting), reveals statistical information such as survey results. The table indicates the journal article where the information appeared and many times, will link back to the full-text. This database includes 1,954 full text journal titles and abstracts. 7. ELECTRONIC AND INFORMATION TECHNOLOGY STANDARDS "Section 508: Vendor's policy: http://support.gale.com/technical/618 This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this sources sought notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought notice. Submittal information required: 1. Contractors having the skills and capabilities necessary to perform the stated requirements should submit a capability statement of no more than 10 pages in length, single spaced, 12 point font minimum that addresses the above information. The Government will not review any other data, attachments that are in excess to the 10 pages. 2. Name of your company with DUNS #, identify Business size of your company, (Small Business, Large Business, Disadvantaged Business, Service Disabled Veteran Owned, Veteran Owned, Woman Owned or HUBZone) 3. Identify if offered as open market commercial and or GSA Schedule provider, list Schedule number if applicable. 4. Please include contact information, including the name of the point of contact, email address, and telephone number for your company This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this sources sought notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought notice.
