- The DHHS, SSC, Perry Point, Maryland is a federal government medical and laboratory supply and pharmaceutical depot servicing other federal government entities exclusively. The DHHS supports a laboratory effort requiring Roche Diagnostic Fastart LightCycler Master Hyprobe Kits, part# 05061962001. These kits are used to evaluate air samples for the presence of aerosol material detrimental to public health. This action is considered a sole source acquisition given the following logic. The DHHS laboratory effort's screening assays are provided by the Centers for Disease Control and Prevention, Laboratory Response Network (CDC LRN) program. Historically, the CDC has conducted testing and validations to supply validated, real-time PCR kits to LRN labs for 10 years. Since the DHHS procedures were optimized and validated using Roche Diagnostics' Lightcycler Fastart DNA Hyprobe Master Kits, these assays require the use of these Roche kits. Consitency dictates CDC and LRN and DHHS use the same procedures. Lightcycler Fastart DNA Hyprobe Master Kits meet the required chemistry for the LRN and CDC efforts, and this product is only manufactured by Roche Diagnostics. The unique enzyme required by LRN and CDC contained in the Roche Diagnostics' kits is covered by several Roche patents. Roche Diagnostics owns U.S. Patent Numbers 5,677,152 and 5,773,258 - both titled "Nucleic Acid Amplification Using a Reversibly Inactivated Thermostable Enzyme" and foreign equivalent patents that cover this enzyme. Patent Numbers 5,677,152 and 5,773,258 expire in 2016. Roche Diagnostics is the manufacturer and distributor of this item.
