- Description
- NASA/GRC has a requirement for Orbital Maneuvering System Thrust Vector Control Support. NASA requires technical support and hardware disassembly and inspection services from Honeywell Defense and Space as they are the OMS TVC Original Equipment Manufacturer (OEM). Honeywell Defense and Space provided support for the OMS TVC during the Space Shuttle Program including but not limited to technical support, acceptance testing, hardware troubleshooting and modifications, and design recommendations. The ability to provide the technical support and disassembly and inspection requested from this procurement resides at no other company than at Honeywell Defense and Space. The information requested from this procurement is proprietary to Honeywell Defense and Space. No other company has the knowledge and expertise on the OMS TVC than Honeywell Defense and Space. They are the only company that can meet NASAs requirement. NASA/GRC intends to purchase the items from Honwywell Defense and Space as a modification to the existing purchase order NNC13QB04P. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 30, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
