- THIS SOURCES SOUGHT NOTICE IS NOT A REQUEST FOR PROPOSAL. It is a market research tool (FAR Part 10) being used to determine the potential firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. Feedback is encouraged and appreciated. The Mission Installation Contracting Command (MICC) - Fort Sam Houston is seeking information on sources to provide a non-personal services contract to provide Emergency Surgical Procedures Laboratory (ESPL) support for the 68W30 Advance Leader Course (ALC). The contractor shall provide a suitable training site with medical laboratory (s), a training classroom, Caprine Animal Models (CAM's) holding and staging facilities, Animal Care Staff, ESPL medical supplies, medical equipment, Veterinarian, Veterinarian Technician, Principal Investigator (PI). All of the listed Staff must have the skill, experience and credentials to properly manage the CAM's. The Staff is responsible to administer / manage anesthesia and for monitoring that the instruction adheres to all Institutional Animal Care and Use Committees (IACUC), Association for Assessment and Accreditation of Laboratory animal Care International (AAALAC), The Eight Edition of the Guide for the Care and Use of Laboratory Animals, and AMEDD C&S and AMEDD Advance Training Branch (ATB) Program of Instruction (POI). The contractor shall be responsible for all services in section 4 of Performance Work Statement (PWS). The government furnished items are identified in section 3 of the PWS. The NAICS contemplated for information technology support services is 611710 with a size standard of $14M. It is our intent to award a Firm Fixed Price contract. The contract is expected to have a base period of performance of twelve (12) months from date of award with four (4) option periods for a maximum of sixty (60) months. The government's determination on how to compete the proposed requirement will be based on market research and responses to the notice; and is at the discretion of the Contracting Officer. The current capabilities of industry, to include large and small business, must be confirmed. As such, all eligible large and small businesses are encouraged to respond. The Government is not obligated to and will not pay for any information received from potential sources as a result of this source sought notice. Respondents WILL NOT be notified of the results of this sources sought survey. If and when a solicitation is issued, it will be posted on www.fedbid.com and www.fedbizopps.gov. It is the respondent's responsibility to monitor this site for the release of any synopsis or solicitation. INFORMATION REQUESTED TO BE SUBMITTED IN RESPONSE TO THIS SOURCES SOUGHT: Interested sources shall complete the attached market research questionnaire. It is requested that interested businesses submit to the contracting office the completed market research questionnaire (no more than 10 pages in length, single spaced, 12-point font minimum).
