- Broadcasting Board of Governors -Radio Content Placement in Vietnam SOURCES SOUGHT SYNOPSIS The Broadcasting Board of Governors (BBG) -Office of Strategy and Development in Washington, D.C. is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for the placement of BBG radio content on the Voice of Vietnam (VOV) -the state radio broadcaster within Vietnam. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 515111/515120. THIS IS NOT A SOLICITATION ANNOUNCEMENT. No contract will be awarded from this announcement. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort (with appropriate documentation supporting current and/or relevant past performance history), and organizational and staff capability. Proposals will be accepted from prime contractors only. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with broadcasting licenses, program schedules and cost management. The Government will use responses to this Sources Sought Notice to make appropriate acquisition decisions. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by Tuesday, May 27, 2014. If you have any questions concerning this opportunity please contact: Alisa Martine at amartine@bbg.gov and Neal Lavon at nlavon@bbg.gov APPENDIX 1: Purpose and Objectives The Broadcasting Board of Governors (BBG) is seeking an international broadcast services company that works with television channels and radio broadcasters, media owners and brands, enabling them to deliver content to target audiences worldwide. This company will work in partnership with BBG to produce solutions that address the unique needs of the BBG. Specifically, this company will place BBG audio content on the Voice of Vietnam (VOV), the state radio broadcaster of Vietnam. The company will have a proven track record of successfully placing content from major, non-Communist international broadcasters on VOV within the past three years. The company will have expertise in international broadcasting, negotiation with state broadcasters, and display a history of delivering agreements to clients.
