Description
Draft PWS Draft QASP The 338th Specialized Contracting Squadron (338 SCONS) is seeking information concerning the availability of capable contractors to provide non-personal services in support of Initial Flight Orientation (IFO) training. All instruction shall be in the English language. A DRAFT Performance of Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP) is attached for informational purposes only and shall not be construed as the final document. This Request for Information (RFI) is issued for informational and planning purposes only. The information will be used in conducting market research to identify qualified, experienced, and interested potential sources and commercial practices in support of the Government's requirements. Contact with Government personnel, other than those specified in this RFI, by potential offerors or their employees' regarding this requirement is not permitted. This is not a Request for Proposal (RFP). It is not to be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. Any information provided to the Government is strictly voluntary and will be provided at no cost to the Government. For purposes of this RFI, the North American Industry Classification System (NAICS) Code is 611512, Flight Training, and the small business size standard is $25.5 Million. The Contractor shall provide Foreign Military Students (FMS) with IFO training to prepare them for follow on flight training. All instruction and technical information shall be in the English language, taught at a Federal Aviation Administration (FAA) Regulation Part 141 certified flight school. Requirements include: Basic course instruction consisting of ground orientation and approximately 19 sorties and 25 hours of flight instruction. Provide training beyond the basic course such as week by week extensions to hone IMS flight skills. The contractor will be required to provide FMS students with training in accordance with FAA approved syllabus in general aviation training programs to include: Private Pilot License (in accordance with [IAW] FAA Part 61. Subpart E), Instrument Rating (IAW FAA Part 61.65), Commercial Pilot (IAW FAA Part 61. Subpart F), FAA Part 61 Subpart B - Additional aircraft ratings (other than for ratings at the airline transport pilot certification level) to include Mutli-Engine Rating in Piston Aircraft or Multi-Engine Rating in Turbo Propeller aircraft, and 61.58 Pilot-in-command proficiency check: Operation of an aircraft that requires more than one pilot flight crewmember. Specialized training may be required on a very irregular basis as required by the security assistance and security cooperation programs. Specifically, training required for the operation of complex aircraft, high-performance airplanes, tail wheel airplanes and training required for night vision goggle operations. Reinforcement of English language skills in an aviation environment will be required as requested by the Government. Development and operation of a navigator training course will also be required.   The respondent shall provide a capability/rough order of magnitude (ROM) statement addressing the following: 1. What experience does you company have in working with US Government contracts in general, and Department of Defense contracts in particular? 2. How long has your company held an FAA Part 141 Certification? 3. What is your company's background in providing Instrument Flight Rules (IFR) flight training at the General Aviation (GA) & Airline Transport Pilot Certificate (ATP) level? 4. A brief history of your company's flight safety record. 5. A brief history your company's aircraft maintenance safety record. 6. Does your company have experience in providing IFR instruction with "glass cockpit" equipped platforms? Note - "Glass cockpit" can be defined as any Electronic Flight Instruments System (EFIS) system comparable to the Garmin G1000, the Avidyne Entegra or the Chelton FlightLogic display systems. 7. What experience does your company have in providing classroom instruction in accordance with 14 CFR Part 141? 8. What experience does your company have in providing instruction on Flight Simulator devices? 9. What experience does your company have in providing dispatch and aviation record keeping services? 10. What is your company's history in employing flight instructors at the Certified Flight Instrument Instructor / Multi Engine Instructor (CFII / MEI level)? 11. What experience does your company have in providing flight instruction to international students; especially those who do not speak English as their primary language? 12. What is your minimum and maximum student load for training based on available resources? If your firm is capable of providing the requirements described above, please provide a Capability Statement/ROM to Nicholas Borowski @ nicholas.borowski.3@us.af.mil by 20 June 2014 @ 1500 CST. Please do not call the contracting office for information; email any questions to avoid any misunderstanding or confusion. The Capability Statement should address the questions listed above and include general information and technical background describing your firm's experience in contracts requiring similar training efforts to meet the program objectives. At a minimum the following information is requested: (1) Company Cage Code, DUNS, name, address, point of contact and their telephone number and e-mail address; (2) Approximate annual gross revenue; (3) Any small business status based on NAICS 611512 (8(a), HUB Zone, veteran-owned, women-owned, etc.); (4) Indicate if your role in the performance of the consolidated requirement would be (a) Prime Contractor; (b) Subcontractor; or (c) Other, please describe; (5) If you indicated your role as "Prime Contractor" on Question 4, indicate the functions for which you plan to use subcontractors; (6) If you indicated your role as "Prime Contractor" on Question 4, please provide brief information you feel would indicate your capability to mobilize, manage, and finance a large service contract such as this; (7) If you indicated your role will be a "Subcontractor" on Question 4, please indicate which functional areas you intend to cover; (8) Indicate if your company primarily does business in the commercial or Government sector; (9) Please describe any commercial-sector contracts you have performed for similar combined services [if applicable]; (10) Indicate which NAICS code(s) your company usually performs under for Government contracts; (11) Request large and small businesses provide a reasonable expectation for small business utilization as a percent of a total contract value. Please provide supporting rationale for the recommended percentage. The Government reserves the right to decide whether or not a small business set-aside (SBSA) is appropriate based on responses to this notice. An Industry Day event will be scheduled at a later date and posted as an Amendment to this RFI.
