Description

Agilent Technologies GSA: Quote # 1591641 The United States Department of Agriculture /Animal Plant Health Inspection Service /Wild Life Services, Facility located in Ft. Collins, CO, intends to award a sole source purchase of an Agilent Technologies 7890B Series GC and 5977A Extractor MSD equipped with a fully modified CTC Sampler. This purchase will be placed against the Agilent Technologies GSA Contract# GS-07F-0564X, for a total dollar discounted price of $123,752.92 (see attached quote for details). The purchase of this scientific equipment will enable Analytical Chemistry Personnel to perform very sensitive analytical measurements. These results will also be used to support research efforts of other National Wildlife Research Center groups as well. This procurement is being conducted in accordance with FAR 6.302-1 The property or services needed are available from only one responsible qualified source at this time and no other type of property or services will satisfy these needs. This particular instrument is the sole source of the following required specifications and for the following reasons: Inert MS Source: The mass spectrometer must use an ion source where the metallic parts are constructed from inert material. Stainless steel is NOT acceptable nor is coating the metallic parts with an inert material. Monolithic Quartz Structure Quadrapole: Independent rods are not acceptable. Detector: Triple-Axis Electron Multiplier (EM) which places EM doubly off-axis from the quadrupole. Retention Time Locking Software: The mass spectrometer data system must have an integrated retention time-locking module for analyzing target compounds in complex matrices. XYZ Robotic Autosampler: The autosampler must allow the following capabilities: liquid injections from 2 ml vials or well plates; heated headspace analysis using a separate oven; SPME capabilities permitting sample heating and fiber conditioning; completely controllable by the GCMS software. This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone or email requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as three (3) references from other customers who are using these services, to the Contracting Officer by 4:00pm. Central Time (CT) by June 5, 2014. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 Employees. Responses received after the response date or without the required information will be deemed nonresponsive to the synopsis and will not be considered.
