- Synopsis: Under the auspices of the Office of the Secretary of Defense (OSD), Defense Procurement and Acquisition Policy (DPAP), and the Office of Management and Budget (OMB), DLA is looking to modernize the current legacy version of the e-commerce system with a technology refresh that is a proven industry leading commercial solution. The e-commerce solution is expected to provide the government with a cost effective way to address current and future user needs by providing industry best practices, enhanced system performance, flexibility, and scalability. The chosen solution will be able to do this while also improving the user experience to provide more of a commercial look and feel. Specifically, the goals of this effort are: 1.Implement a leading commercial solution that will enhance the user experience, streamline business processes, and introduce standard commercial best practices 2.Establish an e-commerce platform that is flexible enough to meet the evolving requirements of the federal government, program office, and Supplier Account Managers (SAMs), as well as users and vendors 3.Provide cost effective scalability of the solution to include: increased numbers of users, increased numbers of vendors, and/or increased numbers of contracts, goods, or services 4.Rationalize the Information Technology (IT) infrastructure to improve performance (latency, integration), enhance capabilities, and reduce operating costs. Given the critical nature of this effort and the anticipated requirements of the DOD and other federal agencies, it is also the Government's desire to have this solution running in production, Initial Operating Capability (IOC) before the end of April Fiscal Year 2015. Given this aggressive timeline and the overall complexity of this effort, it is anticipated that there will be an integrated phased approach to development, with roll-out of phases as pending policy changes permit. The solution should be a COTS tool that has been implemented for other customers successfully within a similarly aggressive schedule. The solicitation will be issued in accordance with FAR Part 15 Contracting by Negotiation and FAR Part 16.5 Indefinite Delivery Contracts. Set-aside Status: Unrestricted. The resultant contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) Contract. The resultant contract will have an effective base period of performance of 1 year, with three 1 year options. Solicitation SP4701-14-R-0050 is expected to be issued in June 2014 for a period of 30 days.
