- Synopsis: The Centers for Medicare & Medicaid Services (CMS) intends to issue, on a sole source basis, a solicitation to procure "MarketScan Databases of Private Health Insurance Claims" from Truven Health Analytics, Incorporated. The "MarketScan Databases" will provide CMS with 13 years of data (1998 to 2013) including but not limited to total payments, copayments and co-insurance, utilization, age, gender, and state identifiers, and claim payer plan type. This pre-solicitation notice is hereby posted in accordance with FAR 5.2. CMS reserves the right and anticipates making a single contract award. The solicitation will be issued in accordance with FAR Part 15. CMS plans to issue the solicitation on a sole source basis under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirements 41 U.S.C.253(c)(1). BACKGROUND: Private health insurance claims data are needed to support the development and analysis of projected health spending estimates, evaluation of the accuracy of historical health spending estimates, and development of estimates of private health spending by age and gender and state. This database will be used with previously purchased Truven Health MarketScan databases, so it must be compatible with Truven Health MarketScan databases. In the historical National Health Expenditure Accounts (NHEA), estimates of private spending for health care are calculated as a residual. As such, the accuracy of these estimates is largely dependent upon the accuracy of estimates of total health spending and publically financed health expenditures. Understanding independently derived estimates of private health spending, utilization, and benefit design plays a critical role in verifying the NHEA estimates of private health spending. Private Health Insurance, accounts for the majority (almost two-thirds) of total private health care spending. Projected health care spending depends greatly upon adequate understanding and analysis of historical health spending trends. The use of a consistent and comprehensive private health insurance claims database will allow for the verification of historical health spending trends and better inform both the long and short term projections of health care expenditures. Additionally, private claims data will aid in the development of health spending estimates by age and gender and state. The anticipated award date of the contract is expected to be by July 15, 2014 THIS IS NOT A REQUEST FOR PROPOSAL; However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
