Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Institute on Drug Abuse, Station Support Simplified Acquisitions, 31 Center Drive, Room 1B59, Bethesda, MD 20892, UNITED STATES. Introduction: This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources, (2) whether they are small businesses; HUBZone small businesses, service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. Background Information: The mission of the National Institute on Drug Abuse (NIDA) is to lead the Nation in bringing the power of science to bear on drug abuse and addiction. One critical component of that mission is to ensure the rapid and effective dissemination of research results to significantly improve prevention, treatment, and policy as it relates to drug abuse and addiction. To support that component, the Public Information and Liaison Branch (PILB) - located within NIDA's Office of Science Policy and Communications - leads a wide range of information dissemination activities. Within PILB, media communications and social media outreach are managed by the press team. Dissemination must reach national level media outlets. The objectives of this requirement are to provide the NIDA PILB with media support services and resources necessary to develop and implement creative, fresh, and cost-effective news media and public outreach strategies to disseminate NIDA research findings as mandated by Public Law 102-321 (July 10, 1992), and to distribute health information with respect to the prevention of drug abuse and the treatment of drug addiction. Purpose and Objectives for the Procurement: The purpose of this potential requirement is to provide the NIDA PILB with media support services and resources necessary to develop and implement creative, fresh, and cost-effective news media and public outreach strategies to disseminate NIDA research findings as mandated by Public Law 102-321 (July 10, 1992), and to distribute health information with respect to the prevention of drug abuse and the treatment of drug addiction. Results of drug use research will be spread to general and niche audiences, particularly at the national level. The scope of this effort includes wire services, traditional print, broadcast and web-based media, and social media (Facebook, Twitter, Flickr, etc.). Project Requirements: The NIDA PILB requires the following media support services and resources: 1. Management of Personnel and Contract Administration The Contractor shall ensure adequate staffing and supervision of staff. The Contractor shall oversee the performance of the contract in terms of customer satisfaction and shall take direction from the Contracting Officer's Representative (COR) on any and all issues. The Contractor shall handle all contract financials and provide financial and performance data to the COR. The Contractor shall coordinate timely submission of deliverables to the COR. 2. Traditional Media Outreach The Contractor shall provide a traditional media outreach plan that identifies new and expanded opportunities for the NIDA to reach the public through wire news services, broadcast media, print media including newspapers, magazines and journals, and online media. The Contractor shall continuously identify new national, local, and trade media contacts interested in the latest evidenced based findings on drug use and addiction and shall recommend strategies for outreach on NIDA science to national, local, and trade newspapers, magazines, journals, and online media as well as television and radio outlets. The Contractor will be expected to respond directly to the media and must be able to communicate under tight deadlines with national level reporters on complex, highly controversial, and potentially charged, as well as nuanced and ever changing content. Please note that the NIDA receives requests for interviews from outlets all around the world and the Contractor shall be expected to evaluated information presented in non-English languages as required. The Contractor shall also perform media research for NIDA-related news reports. 3. Social Media Outreach The Contractor shall provide a social media outreach plan that identifies new and expanded opportunities for the NIDA to reach the public through web-based social media. The Contractor must be familiar with social media etiquette and which platforms are allowed under government terms of service agreements. The Contractor shall monitor the NIDA's social media accounts, draft content for the accounts, and also engage with the public via these accounts. As social media is a direct conduit to the public, the Contractor must understand highly controversial messaging surrounding drug use and addiction, as failure to accurately convey the science or handle sensitive issues can have wide ranging negative effects for NIDA's reputation as well as public health. 4. Press List Database Maintenance The Contractor shall maintain the NIDA press list database. This database is already in existence; however the Contractor will be expected to maintain the database system, update and organize the database, and develop specialized lists from the database on request. 5. Project Management The Contractor shall be provided daily assignments, and all assignments shall be completed in two working days unless otherwise specified by the COR. For special event project assignments, the Contractor shall meet with the COR to discuss within three working days of each special event project assignment. The Contractor shall then develop and submit a detailed work plan and time schedule for completion. Once approved by the COR, the Contractor shall perform this work plan to schedule. The Contractor shall also develop and maintain a database system to track the status of the components of the overall media support services requirement. The system should include a description of current and upcoming tasks, current status, anticipated completion date, and point of contact for each task. The database must be accessible by the COR and other NIDA employees as requested. Currently Excel is used for this purpose; however NIDA is open to alternative suggestions that are compatible with NIDA's existing PC-based systems. 6. Message Dissemination The Contractor shall track and help collect NIDA funded research papers. The Contractor shall participate in the development of any press releases or other media alerts associated with these publications as well as any other NIDA information. The Contractor shall also assist in information gathering, writing, editing, scientific literature reviews, preparing graphics, and preparing camera ready copy for NIDA press releases. The Contractor is expected to be knowledgeable in neuroscience and to be able to translate complex scientific findings into language suitable for the media. The Contractor must be able to work with top level, frequently published, scientists. The Contractor must have expertise in technical and plain language writing for the media, as the Contractor shall write, edit, and coordinate the dissemination of many of NIDA's news related materials. 7. Press Office Support The Contractor shall provide on-site press office assistance, respond to media inquiries, and arrange interviews with NIDA spokespersons. The Contractor shall be expected to communicate effectively with national level reporters from publications such as the Associated Press, USA Today, The New York Times, The Washington Post, CNN, CBS News, and NBC News. The Contractor is expected to be able to communicate complex, highly controversial, and potentially charged, as well as nuanced and ever changing content effectively and with sensitivity. Because the Contractor will be responding directly to national level reporters, the Contractor must understand highly controversial messaging surrounding drug use and addiction, as failure to accurately convey the science or handle sensitive issues can have wide ranging negative effects for NIDA's reputation as well as public health. 8. Contract Related Messaging and Courier Services The Contractor shall transmit messages to email lists as directed. The Contractor shall prepare special packaging and mailings to disseminate materials as directed. This activity shall include duplication, collating, stuffing folders and envelopes, and packing for either regular or electronic mail as requested. The Contractor shall complete mailings within 24 hours of receipt of materials unless otherwise directed. Postage will be paid by the Government. 9. Special Media and Press Event Support The Contractor shall provide support for approximately four press events per year. The Contractor shall provide social media support for these events for activities such as live tweeting the latest science based information. The Contractor shall develop media materials for press events including multimedia news releases, infographics, briefing packages, and promotional audio scripts. The Contractor shall arrange Satellite Radio Media Tours and Radio Media Tours with spokespersons selected by NIDA. The Contractor shall ensure that these events occur with zero to minimal technical difficulties and that any technical difficulties do not interfere with the ability to conduct an effective media tour. The Contractor is expected to be familiar with print, audio, television broadcast, web, and social media. This potential requirement is for media services support. It is not a requirement for general communications. Anticipated Period of Performance: The anticipated period of performance is one (1) one-year base period and two (2) one-year option periods. Capability Statement: Contractors that believe they possess the ability to provide the required services and resources should submit documentation of their ability to meet each of the project requirements to the Contract Specialist. Contractors must provide their Company Name, DUNS number, Physical Address, and Point of Contact Information. The capability statement shall include 1) the total number of employees, 2) the professional qualifications of personnel as it relates to the above outlined requirements, 3) three examples of previous public health or science related contracts in which the organization and proposed personnel have participated that are similar to the project requirements and scope, 4) applicable GSA Schedule contract(s) held by the Contractor and 5) any other information considered relevant to this program. Interested organizations are required to identify their type of business, applicable North American Industry Classification System Code, and size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive. When submitting this information, please reference the solicitation notice number. All capability statements sent in response to this Sources Sought Notice must be submitted electronically (via email) to Lauren Phelps, Contract Specialist, at Lauren.Phelps@nih.gov in MS Word format by the closing date of this announcement. All responses must be received by the specified due date and time in order to be considered. Note: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
