Description
Naval Air Systems Command (NAVAIR), 47123 Buse Rd, Patuxent River, MD 20670, intends to award a sole source task order under Basic Ordering Agreement (BOA) N00019-14-G-0021 with Rockwell Collins, Inc, 3200 East Renner Rd, Richardson, TX 75082, for the procurement of services to inspect the Wing Center Sections (WCS) on nine (9) E-6B aircraft, using eddy current and radiographic equipment as required by Depot Task 134. Inspection for corrosion, cracks, and fastener security will ensure structural integrity of the E-6B Boeing airframe is not compromised. This intended procurement will be processed pursuant to the authority of 10 U.S.C.(c)(1), whereby the supplies and services required are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. The inspection process must be performed concurrently with Block I modification due to the required areas for inspection being accessible during the modification for which Rockwell Collins is the prime contractor. Failure to inspect the required areas during Block I modification will result in a substantial duplication of cost to the Government that is not expected to be recovered through competition and would result in a failure to comply with Ready for Tasking (RFT) schedule constraints. The anticipated Period of Performance will be September 2014 to March 2019. This notice of intent is not a request for competitive proposals; however, responsible sources may submit a capability statement which will be considered by NAVAIR.
