- The U.S. Army Contracting Command-New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager Combat Ammunition Systems (OPM-CAS), is conducting a market survey to identify qualified sources capable of providing PA162, PA167, PA175, and PA189 fiber containers. The purpose of this survey is to obtain current information on the capability of small businesses to provide these products to the warfighter in the FY16-FY20 timeframe. The PA162 81mm Mortar and PA167 120mm Mortar fiber containers are spirally wound fiber tubes with a telescoping cover and crimped metal end. The windings of the fiber tubes consist of layers of kraft paper and polyolefin material. The PA167 outer dimensions are 5.43 quote mark dia. X 30.46 quote mark length, and the PA162 outer dimensions are 4.0 quote mark dia. X 27.06 quote mark. The PA167 has an injection molded internal plastic support while the PA162 has support constructed of a steel ring pressed into a spirally wound fiber tube. The PA175 and PA189 60mm Mortar fiber containers are spirally wound fiber tubes with a stamped one-piece metal cover and a crimped metal end. The windings of the fiber tubes consist of layers of kraft paper and polyolefin material. The outer dimensions are 2.69 quote mark dia. X 17.73 quote mark length. Both tubes have an injection molded internal plastic support to support the contents. Technical Data Packages will not be provided as part of this announcement. To be considered as a capable source for this effort, all interested parties must submit the requested information as follows: a) Provide evidence of capabilities including an ability to produce the PA162 at a rate of 12,000 units per month, the PA167 at a rate of 10,000 units per month, and the PA175 and PA189 at a rate of 16,000 per month; b) Manufacturing experience in Fiber Containers within the past 3 years; c) Description of facilities, personnel and environmental compliance as it relates to the above technical services; d) Provide evidence of Quality Assurance and Reliability programs to support these technical services; and e) Provide their name, address, point of contact, telephone, email, and size of business. All contractors interested in this potential future solicitation must be registered in the System of Award Management (SAM). This is a market survey for planning purposes only and shall not be construed as a RFP or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey. All submissions are requested to be made within fifteen (15) calendar days from the date of this publication at no cost to the Government. All information submitted will be held in a confidential status. The maximum allowable page limit to the market survey response shall be no more than 15 pages in length.
