- PWS for FA8224-14-T-0048 RFQ FA8224-14-T-0048 for Preventive Maintenance and Service/Repair Services for two (2) JEOL Scanning Electron Microscopes AFSC/OL:H/PZIMB Services and Commodities Section, Hill AFB UT issues this solicitation with intent to award to JEOL USA, Inc. (Cage Code 51043) on a sole source basis to procure preventive maintenance and service/repair services for two (2) JEOL Scanning Electron Microscopes (SEM) for a four year period (basic year with three option years). This is a sole source procurement conducted in accordance with FAR 13.106-1(b)(1). JEOL USA, INC. is the original equipment manufacturer (OEM) of the SEMs, and possesses the rights to the technical data required to perform maintenance and repairs on the equipment. Market research did not reveal a source other than JEOL that can perform the services needed as it was determined that only JEOL has rights to the technical data. If these maintenance services were to be obtained from a source other than the OEM that did not have the appropriate data rights to service the JEOL SEMs, not only would all OEM warranties on the equipment be voided but the Government would run the risk of equipment malfunctions. Therefore, the maintenance and repair services which are needed to ensure the JEOL SEMs function properly have to be solicited on a sole source basis from JEOL USA, INC. Other sources who believe they are capable of providing preventive maintenance and service/repair services for the JEOL SEMs may submit a capability statement and quotation which shall be considered by the agency if received prior to the closing of this solicitation.
