Description
Image of CVN 65 'Notional' Sections Naval Sea Systems Command (NAVSEA) is hereby issuing a Request for Information (RFI) from all potential sources who may be interested in ship dismantling the non-propulsion sections of the inactivated and defueled ex-USS ENTERPRISE (CVN 65) starting in early Fiscal Year 2017. Ship dismantling methodology using the most cost efficient methods is desired to provide earliest delivery of a propulsion space section to allow transport to Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF). The non-propulsion sections are notionally shown herein but can be sectioned as desired by the respondents. As part of the ship dismantling process, watertight transverse bulkheads forming the forward and aft portion of the propulsion space section will be required to be added or existing major structural bulkheads further sealed. Respondents should describe how they would complete demilitarization, dismantling and recycling of the non-propulsion sections of the ship while maintaining fire / flooding safety and structural & watertight integrity of the propulsion space section. Use of commercial practices such as American Bureau of Shipping (ABS) rules are encouraged if considered cost efficient, however specific use will be approved by the Government. The Navy will provide delivery of the ship to the ship dismantler's chosen site. Successful contract completion will be by delivery of the propulsion space section to the Navy in a manner in which the Navy can transfer the section to a Navy designated heavy lift ship for heavy lift transport to PSNS & IMF. All ship dismantling work must be done within the United States of America. The method of ship dismantling requires identification, control, and disposal of regulated polychlorinated biphenyls (PCB) waste, asbestos, and other hazardous materials typical of those used in Navy ship construction in the 1950s per all applicable federal, state, and local regulations. Materials in the ex-USS ENTERPRISE (CVN 65) non-propulsion sections are expected to be similar to materials in the ex-USS FORRESTAL (CV 59) currently being recycled. The ex-USS ENTERPRISE (CVN 65) non-propulsion sections will have any previously used nuclear propulsion and/or auxiliary systems removed or remediated so that no further environmental controls for radioactivity associated with nuclear propulsion plants are required. Interested applicants will be made aware of radiologically controlled areas inside the propulsion plants that will be controlled by the Navy. Access to the propulsion plants should not be assumed, except in the unlikely event of the need to combat a casualty such as fire or flooding. Minimization of any physical hazard to the propulsion space section, such as by fire or flooding, shall be a priority, and methods to ensure protection of that section while performing ship dismantling should be described in any ship dismantling concept. This RFI in no way binds the Government to offer contracts to responding companies. The information provided will assist NAVSEA in developing and further defining future procurement and acquisition strategies. Defense and commercial contractors, including small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, HUB Zone small businesses, and woman-owned small businesses are encouraged to participate. However, respondents to any subsequent Request for Proposal (RFP) related to this RFI must be able to demonstrate that they can provide equipment and workforce capable of performing this work. RESPONSES: Responses to this RFI should describe a recommended approach to the vessel ship dismantling. At contract completion, the propulsion space section is to be provided to the Navy such that it can be loaded and off loaded from the deck of a Navy designated heavy lift ship. The propulsion space section shall be watertight with bulkheads added or further sealed existing bulkheads forward and aft of the propulsion plants. Include supporting material that allows for an effective understanding of the respondent's competence, experience, and overall capabilities to respond to NAVSEA requirements which may arise in the future. Respondents should endeavor to provide as much of the following information as possible: 1. What would be the least expensive and/or fastest way to provide this? 2. Which portions of the work could be performed waterborne? In dry dock? On a lift ship/floating dry dock? Or combination? 3. If possible, how would the work be performed waterborne? In dry dock? On a lift ship/floating dry dock? Or combination? 4. How long would the work take if it was performed waterborne? In dry dock? On a lift ship/floating dry dock? Or combination? 5. Where are the facilities located that could support this work? What are the facility capabilities? Could respondent equipment (floating dry dock or cranes) be relocated to Navy facilities to accomplish the work? 6. Are there other methods for ship dismantling and section sealing which should be considered? 7. What provisions would be available to prevent damage to the propulsion space section by flooding, fire, or other hazard? Navy Carrier Program Executive Office (PMS 312) requests responses by 2:00 pm 12 June 2014(EDT), 15 working days following issuance of this Request for Information. Submissions will be accepted after this date; however, feedback may not be as timely or contribute to NAVSEA's strategic planning. Industry Day: The CVN 65 Ship Shaping Industry Day is scheduled for 18 June 2014 at 0900 - 1100. Location for the presentation will be CSC second floor conference room, Maritime Plaza ONE, 1201 M St. SE # G60, Washington, DC 20003. Include in your response your intention to attend and number of attendees per organization. Information should be e-mailed to Mr. Herbert R (Ray) Duff at CVN65_RFI@navy.mil or herbert.r.duff@navy.mil with the subject line: "Defueled Aircraft Carrier Disposal RFI". Information provided shall be treated as Business Sensitive and will not be shared outside of Government activities and agencies and its program management support contractors without the permission of the provider. All information shall be provided free of charge to the Government. NAVSEA may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and/or a site visit as deemed necessary.
