Description
Applicable Contract Drawings Volume 1 THIS PROCUREMENT IS A 100% SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) FIRMS. VISN 5 Network Contracting anticipates the award of a firm-fixed price contract for Construction of Project No. 512-511 This project will: •· Renovate and expand the Emergency Room and waiting areas. •· Relocate the Enrollment Center to newly constructed space under the breezeway adjacent to the main lobby entrance and pharmacy service, Police/Security operation office to ER area •· Expand emergency power loads and renovate some of existing Primary Care area. This area is approximately 23,000 square foot. More specifically the following changes will be made: 1. Emergency room and waiting patient flow problems will be corrected between the ER, Lobby and Primary Care 2. The ECS area will be reconfigured to provide more control of the mental health patients in the clinics 3. Police and Security changes will provide upgrade and total replacement of Security Surveillance Television (SSTV) increasing security/police visibility and presence in the ER waiting area, primary care clinic, and ECS areas 4. Primary care renovation to improve flow in the existing space. Also, construct small area and storage for decontamination function to be part of the building. Project shall include, but is not limited to, maintenance, repair, alteration, mechanical, electrical, heating/air conditioning, demolition, painting, paving and earthwork, carpentry, concrete, roofing, site work, excavation, interior renovation, carpet-window and door installation, electrical, steam fitting, plumbing, exterior and interior painting, plaster/stucco, demolition, masonry or metal stud and sheetrock work, installation of acoustical ceilings and light fixtures, HVAC installation and flooring installation. Work may involve some or all of the above elements of work. Employee Identification and Security Clearance will be required for all contractor employees. Proper identification is needed (valid citizen and non-citizen ID cards, valid passport or naturalization papers) for access to the VA Medical Center. All documents and requirements will be specified in the solicitation package. All work is to be completed within approximately 365 calendar days after receipt of Notice to Proceed (NTP). This includes final inspection and clean-up. The applicable North American Industry Classification System Code for this procurement is 236220. To be considered a small business under this code, the SBA size standard must not exceed $33.5 Million. The Construction cost range for this project is between $5,000,000 and $10,000,000. The Invitation for Bid (IFB) solicitation will be issued on or about March 5, 2014. All information for this solicitation will be posted on FedBizOpps http://www.fedbizopps.gov. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings, and subsequent amendments, if any. The solicitation will be issued pursuant to the authority of Public Law 109-461 38 U.S.C. 8127 and 8128. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. Potential bidders MUST register at FedBizOpps www.fedbizopps.gov in order to receive notifications and/or changes to the solicitation. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps website. All interested parties MUST be registered "ACTIVE" in the System for Award Management (SAM) database, www.sam.gov, and Vendor Information Pages (VIP) at www.vetbiz.gov database as a "VERIFIED" SDVOSB firm, and must have a current record in the Online Representations and Certifications Application (ORCA) prior to bid opening.
