- The National Park Service (NPS), Intermountain Region (IMR) (New Mexico, Colorado, Utah, Texas, Oklahoma, Wyoming, Montana, Arizona), has a requirement to provide programming support, periodic maintenance and emergency troubleshooting/repairs to its P25 narrowband-digital Land Mobile Radios (LMR) systems. To meet this requirement and under this solicitation the NPS is seeking proposals to enter into a contract for a base year and four option years for a total of 5 years. Work will be performed to assist with the programming, maintenance, troubleshooting, installation and repair of IMR P25 LMR systems. The contractor shall provide the necessary technical and business resources as required to (1) document the existing Land Mobile Radio (LMR) systems; (2) Troubleshoot and repair P25 LMR systems as required; To meet user coverage and option requirements while meeting federal mandates; (3) Redesign or modify existing P25 LMR systems to meet user coverage and option requirements while meeting federal mandates; (4) Install new P25 LMR systems; (5) Develop and write mixed mode (digital/analog) P25 radio programming templates that utilize narrowband channels, AES or DESOFB encryption, OTAR, or multiband configurations; (6) Program P25 LMR Systems that may use multiple types of radios for infrastructure and subscriber units; (7) Switch radio systems to new frequencies that utilizing NTIA¿s new LowIn HighOut frequency plan; (8) Test LMR Systems to document system coverage and verify that system programming options meet user requirements; (9) Determine if upgrade of radio communication backhaul is possible by Radio over Internet Protocol (RoIP) and design and cost the system components. The contractor shall coordinate and work with the staff at various parks, local radio system cooperator agencies, and IMR radio staff to facilitate all work on radio systems. The contractor shall be required to be familiar with, and follow the existing Department of Interior (DOI) frequency management procedures and be able to communicate with DOI/NPS frequency management personnel to effectively process requests for Radio Frequency Assignments (RFA's). The NAIC is 541990. The small business size standard will be $14 million. Total contract period for this acquisition, to include all options, shall not exceed five (5) calendar years (one (1) Base year and four (4) one year option periods) The solicitation will be available on or about June 23, 2014 with a closing date for quotes due by July 17, 2014 at 4:00 pm MST. The procedures of FAR Part 12, Commercial Acquisition and FAR Part 15, Contracting by Negotiation are applicable to this acquisition. This acquisition is reserved for small business concerns. The government award will be based on best value. All prospective offerors interested in submitting a proposal on this solicitation must be registered in the SAM database. Lack of registration in the SAM database will make an offeror ineligible for award. The web site for SAM registration is www.sam.gov.
