- 14RJT88_syn This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov. FBO is the single point of entry for posting of synopses and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. The Naval Surface Warfare Center, Crane Division intends to procure the requirement for the Production units, Spares, Hardware, Support Equipment, Maintenance, Repairs, Training, and Engineering Support of Friendly Force Tracking Transmitters, and Data. The anticipated contract type is Indefinite Delivery Indefinite Quantity, Firm Fixed Price Supply Contract. The delivery will be FOB Destination, NSWC Crane, Indiana. The ordering period is 5 years with a minimum quantity of 1 each and a maximum quantity of 230 each for Friendly Force Tracking Transmitters. This requirement will be negotiated on a sole source basis with Northrop Grumman Systems Corporation, 460 W. Crescentville Road, Cincinnati, OH 45246 in accordance with Statutory Authority of 10 U.S.C. 2304 (c) (1), as implemented by FAR 6.302-1. "only one responsible source and no other supplies or services will satisfy agency requirement." The basis for restricting competition was the lack of sufficient technical data, duplication of cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. The request for proposal will not be made available through http://www.fbo.gov. The solicitation will be provided to the sole source contractor through electronic mail. The proposed noncompetitive contract action is anticipated to be an acquisition of non-commercial items. The anticipated contract action award date is September 2014. Responsible sources may submit capability statement, proposal, or quotation which shall be considered by the agency. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject equipment.
