Description
DRAFT PWS TO: ALL POTENTIAL OFFERORS FROM: ACC AMIC/PKB 11817 Cannon Blvd, Suite 306 Newport News, VA 23606-4516 SUBJECT: Source Sought (SS) for SOUTHCOM Aviation Support 1.Air Combat Command (ACC), Acquisition Management Integration Center (AMIC), Langley AFB VA, is currently conducting market research for a potential requirement to provide the countries of Colombia, Peru, Honduras, and Guatemala with aviation equipment, technical support and training to conduct detection and monitoring operations within SOUTHCOMs area of responsibility. The anticipated North American Industry Classification System (NAICS) Code for this requirement is 611512 Flight Training with a small business size standard of $25.5M. The objective of this SS is to determine what resources are available to perform this specific type of requirement. This SS is for market research purposes only and does not constitute a solicitation or a promise to issue a solicitation in the future. This SS does not commit the AMIC to contract for any supply or service whatsoever, and at this time, no proposals are requested. 2.The contractor shall install communications into partner nation aircraft, refurbish government furnished equipment for PN support and use, and to train the countries identified in maritime patrol detection and monitoring operations in multilateral operations with US and other select partner nations. A draft Performance Work Statement (PWS) has been posted for further details. 3.In addition, the following information is requested: a. Name of Organization, Company Cage Code, DUNS, Address, Point(s) of Contact with telephone number and email address; b. Size of Business (Small or Large) and any Small Business Status (8(a), HUB Zone, veteran-owned, women-owned, etc.); c. Please indicate which NAICS code(s) your company usually performs under Government contracts for this type of requirement; d. GSA schedule holders should identify their GSA schedule information which supports the services described in this SS. e. What information would industry require to develop a solution, test, install, and integrate the satellite radios into the aircraft and buildings listed? f. How should the CLIN for "refurbish government furnished equipment" be set up, as a Firm Fixed Price or Cost Reimbursable line? g. What NAICS code do you recommend using? 4.In order to be eligible for award, offerors must be registered in the System for Award Management (www.sam.gov) under NAICS is 611512 Flight Training. 5.If your firm is capable of providing the requirements described in this SS, please provide a capability statement and any feedback/ questions that your company may have pertaining to this requirement to SSgt Troy McCullough, troy.mccullough@us.af.mil, by 6 June 2014, 1300 EDT. The capability statement should include general information and technical background describing your firms experience in contracts requiring similar efforts to meet the program objectives and be no longer than five (5) pages in length. 6.Again, please be aware that this SS is issued for informational and planning purposes only. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. AMIC is currently conducting market research to locate qualified, experienced, and interested potential sources. The information requested by this SS will be used within the Air Force to facilitate decision making and will not be disclosed outside of the government.
