- Sources Sought Memo: This is a Market Research, Sources Sought synopsis for information and planning puposes only and is not to be construed as a commitment by the Government. No contract will be awarded as a result of this sources sought. No reimbursement will be made for any cost associated with providing information in response to this solicitation. The United States Army Medical Research Acquisition Activity (USAMRAA) is soliciting on behalf of the United States Medical Research Institue of Infectious Disease (USAMRIID) information from potential qualified businessses. This is a non-personal services contract to provide and routine maintenance and emergency repairs. The Government shall not exercise any supervision or control over the Contract Service Providers (CSPs) performing the services herein. Such CSPs shall be accountable solely to the Contractor who, in turn, is responsible to the Government. Back ground and Descritption of Required Work: U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID), at Fort Detrick, MD has a requirement to ensure that all Biological Safety Cabinets (BSC), Chemical Fume Hoods (CFH), and High Efficiency Particulate Air (HEPA) Filtered Laminar Flow Work Cabinets (LFC) are field certified on a fixed schedule and routine maintenance and emergency repairs are made in a timely manner. This equipment is critical to the mission at USAMRIID and the failure of this equipment will result in all research being conducted. Tasks/Technical Requirements: Independently, and not as an agent of the Government, the contractor shall provide the following: The contractor shall furnish all necessary labor and equipment to perform routine on-site field certification, preventive maintenance, filter changes, repairs, and initial set-up of BSCs, CFHs, and LFCs and calibration of all Animal Room Chart Recorders.The Contractor shall provide all testing and monitoring equipment with a minimum of three (3) complete testing and monitoring sets available at all times to be able to function in all areas required.The Contractor shall test all UV bulbs if installed in BSCs during routine on-site field certifications. The Contractor shall test and calibrate all Animal Room Chart Recorders annually for temperature, humidity and light cycles. All test equipment must be calibrated and maintained in accordance with equipment manufacturer's guidelines and/or NSF/ANSI 49 guidelines at the contractor's expense. Documentation of equipment calibration must be maintained at the location where the equipment is being used The contractor shall provide all parts and supplies as needed for repairs. BSCs shall be field certified according to the requirements of NSF/ANSI 49, Annex F with the exception that time intervals set by USAMRIID. CFHs and LFC shall be field certified. The time interval for certification shall be set by USAMRIID. UV bulbs shall be field validated using a calibrated photoelectric UV intensity meter, capable of measuring UV radiation at a wavelength of 253.7 nanometers, will be used whenever the BSC housing it is certified, to ensure the UV source is providing at least 40 microwatts per cm3 at the work surface. Chart Recorders shall be field certified. The contractor shall respond within 48 hours after notice for repair of non-functioning or improperly functioning equipment. The contractor shall be responsible for decontamination of Biological Safety Cabinets, prior to any work involving potentially contaminated chambers of the cabinet. USAMRIID shall supply paraformaldehyde, frying pans and indicator spore strips for the decontamination. Indicator spore strips shall be processed by USAMRIID post decontamination to verify efficacy of all formaldehyde decontaminations. All work shall be conducted on-site at the location of the equipment to be field certified. The contractor shall provide repair service for all units covered under this contract. All units requiring repair, shall be re-certified after completion of the repair. Documentation of repairs made and post repair performance testing data shall be available within twenty-four (24) hours of completion of service request. All work shall be coordinated between the COR and the Contractor's designated Site Supervisor. Personnel: The contractor's employees must have a current Certificate of Accreditation from NSF International for BSC certification. The contractor's employees must be American citizens. The contractor's employees may be required to complete a security check and may have to register with the Centers for Disease Control to work in USAMRIID areas used for select agents. If required, registration of the contractor's employees with the CDC shall be USAMRIID's responsibility. All unescorted personnel entering containment suites must be enrolled in the Biosurety Personnel Reliability Program (BPRP): Vaccination requirements will follow USAMRIID Policy 13-27, Vaccinations for Laboratory Workers. Manner and Time to Conduct Service: Field certification shall be performed during normal working hours, 7:45 a.m. to 4:30 p.m., Monday through Friday, excluding Federal holidays, (Except as specifically approved by the COR). Biological Safety Cabinet decontaminations shall be performed after 5:00 p.m. on weekdays and shall be coordinated with the COR. The Contractor shall observe all applicable Federal, State and local safety requirements throughout the performance of this Contract. The Contractor shall provide the BSC/CFH/LFC field certification reports the following workday. Interested parties shall submit a Capability Statement that clearly addresses your corporate capabilities The capability statement is not to exceed 10 pages and shall at a minimum address the following: Name of Company, Company Size, Describe experience and past performance with similar types of requirements of similar scope and magnitude and whether they were performed performance-based and include the contract number, Government agency name and address and contract funded amount and Identify qualifications of technical and management personnel. THIS SYNOPSIS IS FOR INFORMATION PLANNING PURPOSES ONLY AND IS NOT A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND A CONTRACT WILL NOT BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS.
