- Pre-Solicitation Notice Synopsis: The Department of the Interior, National Park Service (NPS) intends to issue a Request for Proposal (RFP) P14PS00917, Conserve John LaFarge Fire Screen for the Thomas Edison Home, Glenmont, at the Thomas Edison National Historical Park, West Orange, NJ by means of Best Value Source Selection Procedures. The intended contract will be a Firm-Fixed Price contract. The work includes furnishing all labor, material, equipment and supervision necessary for the conservation of a John La Farge stained glass fire screen that belonged to the Edison family, now located in the third floor storage at Glenmont. Also, the contractor will complete a treatment report for the conserved item that will include before and after photos of the fire screen. The intended contract will include 250 calendar days for completion of all work. This service is being solicited as a 100% Total Small Business Set-Aside. The solicitation including specifications, wage rates and bid schedule will be posted to the websites, http://www.fedbizopps.gov and https://www.fedconnect.net/FedConnect on or about July 7, 2014. No hard copies of the solicitation will be mailed or issued. To receive the solicitation package you must download it from one of the above sites. In accordance with FAR 5.102(a)(7), the availability of the solicitation will be limited to the Internet. Down loading from the Internet is free of charge. It is therefore the contractor's responsibility to check the internet site daily for any posted changes to the solicitation. Contractors must be registered in the SAM-System for Award Management (Formally Central Contractor Registration) in order to receive contract awards. The North American Industry Classification System Code (NAICS) is 238150, Glass & Glazing Contractor, and the Size Standard is $14 million dollars. The Service Contract Act is applicable to this solicitation. There will be a site visit and perspective proposers are encouraged to visit the site to satisfy themselves as to conditions and equipment before providing a proposal. Participation in the pre-proposal conference will be the responsibility of the offerors and is not directly reimbursable by the Government. The date and time for the pre-proposal conference and site visit is scheduled for June 5, 2014 at the Thomas Edison National Historical Park, in West Orange, New Jersey. Details for the pre-proposal conference and site visit will be included in the solicitation. Award of the contract will be made to the responsible offeror whose proposal, conforming to this solicitation, is considered to be the most advantageous to the Government as a result of a Best Value evaluation with price and technical evaluation factors being approximately equal in importance. Source Selection procedures will be utilized for this procurement. The evaluation factors may include the following factors: 1) Past Experience, 2) Prior Experience, Expertise and Qualifications, and 3) Management Approach.
