- Attachment 1 - Software License and Maintenance Renewal Products This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at https://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet. NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quote (RFQ) number is N66604-14-Q-2058. NAICS is 511210. Size standard is $35.5 million. This requirement is unrestricted. NUWC Division Newport intends to award a Firm Fixed Price (FFP) purchase order for sole make and model The MathWorks, Inc. MATLAB software license and maintenance renewal products listed in Attachment 1. No substitutions allowed. These MATLAB software licenses and maintenance support products must be procured to maintain compatibility and consistency with existing equipment and platforms within NUWCDIVNPT. Quotes will be considered from The MathWorks, Inc. and The MathWorks Inc. authorized resellers only. Required period of performance is from date of award - 01 April 2015. F.O.B. Destination: Naval Station Newport; Newport, RI. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-73. The following provisions and clauses apply: FAR 52.212-1 Instructions to Offerors--Commercial Items; FAR 52.212-2 Evaluation-Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important; FAR 52.212-3 (Alt 1), Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions--Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. In accordance with FAR 39.204(d), an exception to Section 508 applies as this requirement does not include EIT or is exempt from 508 requirements. Offers should include price and delivery terms and the following additional information: none required. Defense Priorities and Allocations System (DPAS) rating of UNRATED applies. Offers must be submitted to Lisa McKeon at lisa.mckeon@navy.mil. Offers must be received by 2:00 p.m. Eastern Standard Time on 27 May 2014.
