- Two/Heavylift of ex-USS ENTERPRISE (CVN 65) from Norfolk, VA to Puget Sound, WA 21 MAY 2014 THIS IS THE MILITARY SEALIFT COMMAND (MSC), SEALIFT PROGRAM MANAGEMENT SUPPORT OFFICE, N1033 MARKET SURVEY NO. 14-037 SUBJECT: TRANSPORT EX-USS ENTERPRISE (CVN 65) 1. THIS IS A MARKET SURVEY CONDUCTED BY THE SEALIFT PROGRAM OFFICE OF MSC. IT IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE WILL NOT BE CONSIDERED AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN THE PREPARATION OR SUBMISSION TO THIS MARKET SURVEY OR TO CONTRACT FOR SERVICES. 2. MSC REQUESTS INFORMATION ABOUT THE PRICE AND AVAILABILITY U.S. AND FOREIGN FLAG HEAVYLIFT/SEMI-SUBMERSIBLE VESSELS OR TWO TUGS WITH MINMUM 150 LONG TON BOLLARD PULL (EACH) TO TRANSPORT THE INACTIVATED/DEFUELED EX USS ENTERPRISE (CVN 65). 3. LOAD PORT: VICINITY NORFOLK, VA 4. DISCHARGE PORT: VICINITY PUGET SOUND, WA 5. GENERAL SPECIFICATIONS a. LENGTH OVERALL: 342 METERS b. BEAM: 40.5 METERS c. DRAFT: APPROX. 13 METERS d. WEIGHT: 76,000 LONG TONS 6. LOAD/DISCHARGE: LINER TERMS 7. LAYDAY PERIOD: 01 NOVEMBER 2016 - 15 JANUARY 2017 8. IF PROPOSING A TUG OPTION, TWO TUGS ARE REQUIRED (ONE TOWING, ONE IN STAND-BY), WITH NO STOPS EN ROUTE. A THIRD TUG MAY BE REQUIRED TO ALLOW TUGS TO BUNKER EN ROUTE. 9. NAVSEA INSTRUCTION 4740.12 "TOWING AND PREPARATION FOR STORAGE SPECIFICATION FOR INACTIVATED DEFUELED NUCLEAR POWERED AIRCRAFT CARRIERS" WILL BE MADE AVAILABLE UPON REQUEST. FOR THE HEAVY LIFT OPTION, THE NAVY WILL ALSO PROVIDE A COPY OF A DOCKING PLAN TO FACILITATE PLANNING FOR THE DOCKING OF THE VESSEL, SHIP'S LINES DRAWING AND A "NOTIONAL - DRAFT" NAVSEA INSTRUCTION 4740.12 WITH REQUIREMENTS FOR HEAVY LIFT, UPON REQUEST. 10. INTERESTED PARTIES ARE REQUESTED TO PROVIDE THE FOLLOWING INFORMATION: a. DESCRIPTION OF VESSEL(S) b. LUMP SUM FOR THE ENTIRE MISSION c. PREFERRED LAYDAYS INSIDE THE LAYDAY PERIOD d. ANY OTHER PERTINENT QUESTIONS OR COMMENTS e. BUSINESS SIZE 11. DUE TO THE ANTICIPATED RISK OF THIS MISSION, IN ADDITION TO THE REQUESTED INFORMATION IN 10. ABOVE, RESPONDENTS ARE REQUESTED TO PROVIDE A NARRATIVE OF RISK MITIGATION, AS WELL AS REQUIRED LOGISTICS. 12.
