- THIS IS A SPECIAL NOTICE. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), as implemented by Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The acquisition is to purchase a combination of the Project Management Institute (PMI)'s certification for the Certified Associate in Project Management (CAPM) and the Project Management Professional (PMP) examination vouchers for US Army Ordnance Warrant Officers at the US Army Ordnance School, Fort Lee Virginia. The applicable North American Industry Classification System (NAICS) code is 611691 (Exam Preparation and Tutoring) and the size standard is $7 million. This is not a request for quotation or a solicitation for offers. No solicitation package will be available. This procurement is being conducted under Simplified Acquisition Procedures (SAP) Soliciting from a single source authorized by FAR Subpart 13.106-1(b) (1). For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is NOT a request for quotation or a solicitation for offers and is posted for seven (7) calendar days. No solicitation package will be available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. If no affirmative written response is received by 4:00 pm eastern standard time, 27 May 2014, the contract will be issued without further notice. A determination by the Government not to compete this contract is based on this notice and a source sought notice and is solely within the discretion of the Government.
