- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W912NR-14-Q-0025 and is issued as a Request for Quotation (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-66 effective 1 April 2013. The associated North American Industrial Classification System (NAICS) Code for this procurement is 721110 with a small business size standard of $30M. This requirement is a 100% Small Business Set-Aside and only qualified offerors may submit quotes. The Louisiana Army National Guard requires the following; Contract Line Item (CLIN) 0001. Contractor shall provide 180 sleeping rooms per night on 5 and 6 September 2014 (110 on contract and 70 self pay per night) CLIN 0002. Contractor shall provide a breakfast buffet for 175 guests on 6 and 7 September 2014. (Total of 350 meals) CLIN 0003. Contractor shall provide a lunch buffet for 175 guests on 6 and 7 September 2014. (Total of 350 meals) CLIN 0004. Contractor shall provide a dinner buffet for 175 guests on 6 September 2014. (Total of 175 meals) CLIN 0005. Contractor shall provide a child and youth lunch buffet for 35 guests on 6 and 7 September 2014. (Total of 70 meals) CLIN 0006. Contractor will specify gratuity for all meals. CLIN 0007. Contractor will provide 5 breakout rooms, 4 childcare rooms, 1 Boardroom, 1 Storage room, 3 General Session rooms, and 1 ballroom for up to 250 personnel. (without flipping rooms throughout - rooms must be individual and available entire weekend) Hotel must have overflow hotel within walking distance, free parking, self parking to accommodate charter buses. Can not be within 1 mile of a casino. Must have an overflow parking lot within.062 miles. All sleeping rooms must be under one roof at same location. Must provide self parking at no charge. Must accommodate charter buses with no charge. Must provide comp internet for all rooms for entire weekend. Must provide 2:00 pm checkout at no additional charge. Must guarantee the government per-diem rate (at most) for lodging. Location must be in Baton Rouge to accommodate the target group of attendees. Those RFIs not received within the prescribed date will not be considered. The following provisions and clauses apply to this solicitation and will remain in full force in any resultant award: FAR 52.212-1, Instructions to Offerors - Commercial Items (Feb 2012). The offeror shall submit an electronic copy of their signed and dated offer via e-mail to david.l.bourgeois4.mil@mail.mil with the solicitation number in the subject block NLT 13 June 2014 1400 p.m. CST. The Government reserves the right to evaluate proposals and award a contract without discussions with offerors. Offers shall be evaluated in accordance with FAR 52.212-2, Evaluation of Commercial Items (Jan 1999) which is incorporated into this Request for Quote with an addendum to paragraph (a) as follows: The Government will award a Firm Fixed Price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Capability and Price. If products from offerors are found to be technically equivalent, then price will be the determining factor. The NAICS code identified herein must appear in FAR 52.212-3 quote mark Offeror Representations and Certifications quote mark in SAM, and the vendor must be actively registered in that NAICS prior to award to be considered for any resulting contract. Failure to be properly registered at the time and date of award may render the quote non-responsive.
