- This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. The Bureau of Reclamation, Lower Colorado Region, requires laboratory analysis of surface water samples for Contaminants of Emerging Concern (CEC), some of which are present in the 5 to 100 ng/L range. Reclamation currently tests for 90 individual CECs, which include the following as suggested suites but are not limited to: acesulfame-K, caffeine, DEET, dehydronifedipine, diuron, methylparaben, propylparaben, quinoline, sucralose, sulfamexazole, etc (See attached document for the full list of individual CECs). Firms are encouraged to respond with additions to the list, but deletions will require further discussion. In addition to laboratory analysis of samples, firms will provide sample bottles for the expected number of samples collected, prepared with preservatives when necessary, and coolers sufficient to hold ice for at least 48 hours during shipping. Samples are generally collected on a monthly basis from the Colorado River and its tributaries, for an estimated 70 to 85 samples per year. In general, 4 samples will be collected per month, except in August and December, when there will be 10 to 12 additional samples collected, and in September and November, when there will be an additional 3 to 5 samples each month. The total dissolved solids concentrations in these surface water samples can range from 500 to 3,000 ppm. Accreditation at the state and/or federal level for water sample analyses is required. The Government anticipates award of a single blanket purchase agreement (BPA) with a 5 year performance period. Responsible firms are welcome to submit a capability statement on or before May 30, 2014 by 5:00 PM PST. Submittals will be reviewed and considered by Reclamation during the solicitation planning process. Send your capability package via email to Leslie Dieguez, Contract Specialist at ldieguez@usbr.gov. Your package should include the following information: 1. Capability statement - showing recent experience doing this type of work or work similar in scope and complexity. In addition, identify current accreditations (5 page maximum). 2. Provide your business name, address, point of contact, phone number and email address. 3. Provide your business size & type: 8(a), HubZone, Service Disabled Veteran, Small Business or Large Business. All firms should identify whether or not they are a small business or other than small business in accordance with the size standard for The North American Industry Classification (NAIC) 541380 - Testing Laboratories.
