- The VA San Diego Healthcare System located in San Diego, CA. request Sources Sought for the following service. 1.Vendor must have extensive research experience to be able to manage Research Pharmacy at the VA San Diego healthcare System. 2.Vendor must have experience with protocol design, capsule manufacturing, and investigational drug distribution. 3.Vendor must be able to work with the Pharmacy Service to train inpatient Pharmacists on Investigational drug dispensing after normal working hours. 4.Vendor must have experience with VA regulations and understands policy, procedures and the computer systems (VISTA, CPRS, OnRAMP, etc.). 5.Vendor must have understanding of Federal Regulations of Investigational Drugs and Devices to maintain research service standard operation procedures (SOPPs). 6.Vendor must have experience on an Institutional Review Board (IRB). 7.Vendor needs to have extensive experience when working with the IRB to be able to handle expedited reviews and exempt status determinations. 8.Vendor must have experience with audits by the Federal Drug Administration (FDA), Joint Commission on Accreditation of healthcare Organizations (JCAHO), Association for the Accreditation of Human Research Protection Programs (AAHRPP), and the Office of Research Oversight (ORO). 9.Vendor must be able to represent the Pharmacy Service on the VA Research & Development Committees (R&D). 10.Vendor must understand VA Controlled Substance regulations to be able to manage the controlled substance system for the Research Service and prepare for DEA audits. 11.Vendor must have knowledge of VA San Diego Investigators to be able to pull accepted research articles before publication off a global website to load into a VA Central Office tracking system and to be able to match their articles to their VA projects. 12.Vendor must be able to handle special projects assigned by the Research Service as needed.
