- Formal Solicitation PWS Langley AFC2IC Equip List Langley Shellbank & ACC Gym Equip LIst Ft Eustis MFC Equip List Ft Eustis Anderson Equip List Ft Eustis McClellan Equip List Bid Schedule This is a combined synopsis/solicitation for the maintenance and repair of gym equipment on Joint Base Langley-Eustis, Virginia. There will be six seperate fitness centers that will need to be serviced on a weekly/biweekly basis (see PWS for detail). Please note that there is approximately 17 miles between Langley and Fort Eustis. This requirement will be 100% Small Business Set-Aside under NAICS 811310. SEE ATTACHED FORMAL SOLICITIATION for applicable clauses/provisions, CLIN structure, schedule, and basis for award/evaluation criteria. See attached PWS and attachments for a detailed description of the requirement. All responses shall be submitted via email to SSgt Andrea Hurlburt (757-764-4918), andrea.hurlburt@us.af.mil and Ryan Bradley(757-764-1078) ryan.bradley.4@us.af.mil. Responses are due NLT 21 May 2014 by 4:00 PM EST. Evaluation Method and Criteria a. IAW FAR 13.106-1(a)(2) award will be made to the offeror who represents the best value to the Government. Award will be made to the offeror with a technically acceptable proposal with the most advantageous price to the Government. The following evaluation factor(s) will be used to determine best value: 1. Technical Acceptability: i. Offeror's proposal clearly shows that all technicians have a minimum of five (5) years' experience of maintaining and repairing commercial grade fitness equipment IAW PWS paragraph 1.2.1.1. ii. Offeror's proposal clearly outlines a plan to meet all requirements of the PWS, in accordance with the entire PWS and specifically paragraphs 1.1 and 1.2. This plan shall detail the offeror's approach to servicing all 6 fitness centers, to include an estimated number of personnel needed to meet all requirements of this PWS for all six (6) fitness center locations. 2. Price i. Total evaluated price will consist of the sum of all Base Year CLINs and Option Year CLINs. This source selection is conducted with the expectation of adequate price competition and will rely on market forces and the price analysis to ensure awarded prices are fair and reasonable. Comparison of proposed prices received in response to this solicitation (competition) is the preferred and intended price analysis technique. Other analysis techniques, if deemed necessary, may be used to ensure a fair and reasonable price, such as comparison of previously proposed prices or asking the offeror to submit other than cost and pricing data. b. All proposals will be ranked by overall price (base plus 4 option years), and then evaluated for technical capability until at least three (3) offerors are found to be technically acceptable. Technical capability will be evaluated on a "pass/fail" basis. To receive a "pass" rating for technical, the offeror must demonstrate the ability to meet the two technical criteria above and meet all PWS requirements. c. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). In accordance with FAR 52.217-8, 50% (or 6 months-worth) of the final option year price will be added to the total contract price for evaluation purposes. The reason for adding this dollar amount to the evaluation is in the case that the FAR 52.217-8 clause must be exercised, the price will have already been determined to be fair and reasonable. d. Per FAR 52.215-1, the Government reserves the right to award without discussions. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
