- DEPARTMENT OF VETERAN AFFAIRS REQUEST FOR INFORMATION PURPOSE: Request for Information: The Department of Veterans Affairs Denver Acquisition & Logistics Center (VA DALC), in support of the Office of the Assistant Deputy Under Secretary for Health for Policy and Planning, is contemplating the issuance of a solicitation for non VA provided health care services for primary care within specific areas of Veterans Integrated Service Networks (VISNs) 6 and15 as described below. The purpose of this Request for Information (RFI) is to provide interested parties the opportunity to inform the VA of their capabilities to perform the services addressed in this RFI and to complete and submit the questionnaire found below. The information provided in response to the RFI will assist the Department of Veterans Affairs (VA) in understanding standard industry practices and facilitate the VA development of the requirement. THIS IS NOT A SOLICITATION FOR OFFERS/PROPOSALS. A brief narrative describing the capabilities of your organization to provide the following services within one or both sites as described in the RFI. Please include the geographic locations for these services, relative to the service areas: a.Primary care including routine screening, behavioral health screening and assessment, preventative services, well care, and immunizations. 2. Indicate if your organization and entities it owns and other potential participants are accredited by a body such as the Joint Commission on the Accreditation of Healthcare organizations, National Commission on Quality Assurance, American Society for Clinical Pathology, or American College of Radiology. Specify for which services the accreditation or certification applies and the date the accreditation or certification expires. 3. Indicate if your organization or other potential participants are licensed in the state(s) in which your organization operates and the nature and effective dates of such licensure. 4. Please describe the legal relationships between your organization and direct care professional providers (e.g. hospitalists, anesthesiologists, CRNAs, licensed clinical social workers). Are these providers contracted to provide services by your organization or are they employees of the organization? 5. Please describe the credentialing and privileging process used by your organization. 6. Please describe the financial arrangements by which your organization currently provides specific services described in Question 1 (e.g. per diem, per procedure, bundled payment, global fee, per episode of care, capitation, discounted fee for service, etc.) Are there any means to simplify how health care services are priced and paid for, in a manner that reflects local market conditions, competitive solicitation forces and supports provision and access to high quality care, timely and accurate claims processing? 7. Please describe your organization's current capabilities regarding electronic health record systems. 8. Does your organization have access to a network of primary care providers? If so please indicate which one(s). 9. What is your organization's ability to provide service to a potentially large patient capacity? 10. What is your timeliness standard for scheduling appointments? 11. If your organization were awarded a contract as a result of a solicitation issued for these services, how much time would be needed to transition and begin actual delivery of primary healthcare services? 12. Please provide us information as to how your organization would handle VA Pharmacy Services based on your understanding of the drafted information below. Pharmacy Services: Mandated use of VA formulary: VA requires that all contracted providers use the VA formulary found at: http://www.pbm.va.gov/default.aspx. The Veterans Health Administration (VHA) has employed drug formularies for over five decades and has established the VA National Formulary (VANF) in the last decade. One of the fundamental aspects of formulary management is the reliance on well-researched, well-documented clinical evidence demonstrating that a specific drug can provide a cost-effective benefit to a patient population. VA's primary motivation in formulary management is always to improve the benefit of using pharmaceuticals while reducing the risk. VHA places a high value on quality of care when selecting drugs to include on the VANF for its Veterans. A crucial component of the VANF is the ability of providers to submit non-formulary drug requests. While a well-thought out drug formulary will meet the unique medical needs of the vast majority of the Veterans we serve, physicians and patients occasionally need access to drugs that are not included on the VANF approved drug list. Department of Veterans Affairs medical care facilities have non-formulary drug request procedures available and these are described in policy. Providers will be requested to provide medical justification for non-formulary drug prescription requests, as outlined by the parent VA medical facility. Prescription Orders: One of the following options shall be utilized by the contractor for ordering medications to patients in compliance with current VA policy: 1.The Contractor may become an authorized prescriber by the parent VAMC to prescribe medications to be dispensed by VA. 2.The Contractor may purchase, install and maintain interactive video equipment that is compatible with and meets the security standards of the VA, in order to facilitate prescribing by a VA provider. Prescription Dispensing: The parent VAMC utilizes a variety of options to fulfill prescriptions to ensure timely access to medications that are prescribed. Contractor shall provide VA written guidance to VA patients regarding locations VA covered prescriptions may be filled by VA Pharmacy Services (either owned or contracted), Anticoagulation services: Patients on Coumadin (Warfarin ® or other generic formulations) shall be monitored by the Contractor or referred to the parent VAMC to receive anticoagulation services. Adverse Drug Events: All Adverse Drug Events (ADE) and other medication related events are reported to the VA Adverse Drug Event Reporting System (VA ADERS) through the local VA medical center.
