Description
SMALL BUSINESS SET-ASIDE PRESOLICITATION NOTICE: Solicitation Number: GS-03P-14-AZ-D-0030 Multiple Award Design-Build Construction IDIQ Term Contract Philadelphia Metro Area, New Jersey, and Delaware Synopsis: The General Services Administration (GSA), Public Buildings Service (PBS), Region 3, intends to solicit proposals for a new multiple award indefinite delivery indefinite quantity (IDIQ) multiple award term contract for general construction with design-build capabilities. Performance Location: Philadelphia Metro area, the southern counties of New Jersey and the entire state of Delaware. General Description of Scope of Services: This contract is to provide general construction services. In addition, design work incidental to construction as well as design-build work are included. The NAICS code for this procurement is 236220 (Commercial and Institutional Building Construction Contractors). The award will be a firm fixed price Indefinite Delivery Indefinite Quantity contract. All work to be acquired under the contract will be accomplished by the issuance of individual firm fixed price task orders. The majority of the individual task orders to be placed under the contract will generally range in dollar value from approximately $30,000.00 to $3,000,000.00. However, the Government reserves the right to issue smaller or larger orders placed against this IDIQ. The aggregate maximum order limitation (MOL) is $75,000,000.00 for the entire duration of the contract. In other words, there is no single MOL per contractor nor a single MOL per year, other than the MOL of the entire contract. Offerors will be required to provide a letter from their bonding company with their proposal submission demonstrating their bonding capacity of at least $3,000,000 per single project. This contract vehicle may be utilized by GSA Region 3 acquisition personnel. This contract will be solicited as a one (1) year base period with four (4) one (1) year option periods, for a total potential contract period of five (5) years. Facilities covered under the scope of this contract include Government owned and leased facilities in the Philadelphia Metro area, the southern counties of New Jersey and the entire state of Delaware. Services will be required under these contracts on an as-needed basis. Task orders will be prepared based on defined scopes of work for specific projects and issued with firm fixed price task orders. The contract will be acquired using Source Selection procedures as identified in FAR 15.3 and will be awarded to the offerors who provide the best value to the Government. This procurement is set aside for competition among small businesses. Small businesses, including all categories of small businesses, (women-owned, service-disabled veteran-owned, HUBZone, etc) are encouraged to participate. The small business size-standard for this NAICS Code is $33,500,000. Offerors will be evaluated based on technical merit and price proposals. For this procurement, the combined technical evaluation factors are significantly more important than price. The trade-off process under the best value approach will be used. The technical evaluation factors are, in descending order of importance: 1. Prior Experience on Relevant Projects, 2. Past Performance on Relevant Projects and 3. Management Plan. Project Bonding Capacity will also be considered. The Government's intent is to award to no less than four (4) and no more than six (6) offerors who submit proposals which will provide the best value to the Government in terms of technical qualifications and price. The Government intends to award contracts in approximately October 2014. The Government intends to make award without discussions. Therefore, offerors are requested to submit their initial proposals to the Government on the most favorable terms based on technical and price factors. The Government reserves the right to conduct discussions if the Contracting Officer determines them to be necessary. The solicitation package (including specifications, offer forms, clauses, and provisions) will only be available electronically on FedBizOpps. The solicitation package will be available on or after June 6, 2014. Potential offerors will be responsible for downloading the solicitation from FedBizOpps and for monitoring the website for possible amendments and/or additional information. When the solicitation package is released, it shall contain the due date for proposals. A pre-proposal conference will be held on WEDNESDAY, JUNE 18, 2014 at 9:00AM at the Green Federal Building, 600 Arch Street, Philadelphia, PA, 19106 in Conference Room 2A. Due to conference room size limitations, please keep conference attendees to a minimum.
