Description
COMBINED SYNOPSIS/SOLICITATION Liquid Chromatograph/ Tandem Quadrupole Mass Spectrometer System (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number G14PS00294. This solicitation will utilize the policies contained in the Federal Acquisition Regulations (FAR) Part 12 in conjunction with the policies and procedures for solicitation evaluation and award prescribed in FAR Part 13, Simplified Acquisition Procedures, as appropriate for this acquisition. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72. (IV) This solicitation is a small business set-aside. The associated NAICS code is 334516. The small business size standard is 500 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s): CLIN NO. 0010 for Liquid Chromatograph/ Tandem Quadrupole Mass Spectrometer System Quantity: 2 each (VI) Refer to the attached Specifications for the item description. (VII) Requested delivery by 90 days after contract award. Offerors shall include in their quotes required delivery lead time. Place of delivery is National Water Quality Laboratory, Denver Federal Center, Building 95, Entrance E-3, Denver, CO 80225. Delivery shall be FOB Destination. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Jun 2008), applies to this acquisition. (IX) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. USGS will use a two-phase approach to evaluate offers. USGS will first evaluate each offerors specifications on a pass/fail basis. Those offers that meet or exceed the required specifications will be sent samples and be required to run analyses on these samples. Offerors will have 3 weeks to test the samples and return data. This information (along with the other required information requested below) will be used in the technical evaluation using the following evaluation factors. Quotations submitted in response to this Request for Quotation (RFQ) will be evaluated based upon the following non-price or non-cost factors, which are listed in descending order of importance. Factor (A) Technical. Offers that exceed the technical specifications in this document will be evaluated on a performance versus cost basis. The best value instrument also will provide ease of compatibility with the existing Laboratory Information Management System (LIMS) and the data collection utilities already written for interfacing the instrument to the LIMS and for the generation of data reports and QC summaries. Best value will be determined by NWQL staff after evaluation of data provided by the vendor from the analysis of NWQL-supplied samples that are analyzed as outlined above; compatibility with the existing LIMS; ability to provide seamless back up for routine, production analyses, efficiency with minimal training of analysts and; efficiency with regard to instrumentation reliability and maintenance contracts. Factor (B) Past Performance (quality, timeliness, and business relations): The offeror shall submit references from two (2) customers that have purchased similar equipment and services within the last five years. Offerors shall provide a point of contact name, phone number, and company address for those references. Statements by past clients may be used in the evaluation of the vendor's technical quote under any and all applicable evaluation criteria. Any information obtained by the Government from references outside the vendor's quote may be used in a similar manner. PPIRS may be used to obtain past performance information. Award: The award of this requirement shall be made using the policies in FAR Part 12 in conjunction with the policies and procedures found in Part 13.1 Procedures of the Federal Acquisition Regulations (FAR). Award shall be made to the vendor whose quotation, conforming to this RFQ, is determined to be the most advantageous to the government, cost or price and the other non-cost or non-price factors listed above. In determining which quotation offers the greatest value or advantage to the Government, overall technical merit and efficiency of implementation into existing laboratory and LIMS infrastructure will be considered more important than price or cost. The degree of importance of price or cost as an evaluation factor will increase with the degree of equality in the technical merits of the quotations. Between acceptable quotations with a significant difference in technical merit, a determination will be made as to whether the additional technical merit or benefits reflected by a higher priced quotation warrants payment of the additional price or cost. Quotation Preparation The vendor is cautioned to study the Evaluation Factors stated above along with their relative importance. Your quotation package shall address each of these factors since these are the standards against which your quotation will be evaluated. It is the vendor responsibility to include the appropriate documentation in its quotation package to allow a complete technical/price evaluation. Failure to submit the appropriate documentation may result in the rejection of the vendors quotation. (X) The offeror shall submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (June 2008), with its quote. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at www.sam.gov. If an offeror has not completed the annual representations and certifications electronically at the SAM website, the offeror shall complete only paragraphs (c) through (m) of this provision. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Jun 2010), applies to this acquisition.
